The company Alb Vizion Construction is owned by two spouses. They are Ardita Prendi and Bardhok Lleshi. Mr. Lleshi was a prosecutor in the Lezha district. In January 2021, he was dismissed from all levels of vetting for property problems.

In fact, the High Inspectorate for Asset Declaration and Control had previously reported Mr. Lleshi for concealing assets, false declaration, and the lack of legitimate financial resources to justify the declared assets.

The prosecutor was fired, but like everyone else, he was not prosecuted. Now his company is building towers.

In Vlora, the KKTU last month approved, among other things, two permits for massive construction. While the second permit was for a residential and service building with 12 and 13 floors. Both permits were obtained by the merger of three companies. They are Kumi Konstruksion, Semajo and Eve Construction.

Eve Construction was founded in September 2022. Its shares are owned by Viron Robaj. For the news chronicle, Mr. Robaj is not an unknown name. He was the boatman of the January 9 tragedy, where 28 Albanians drowned while trying to emigrate to Italy.

Initially sentenced by the Vlora Court to 25 years in prison in absentia, Mr. Robaj was arrested in 2014 in Perugia, Italy, and extradited to Albania. After arriving in his homeland, he began a legal battle to ease his position and the 25 years of his sentence were reduced significantly. Now Mr. Robaj builds towers with government permission.

Again in Vlora, KKTU approved the construction permit for the facility: "Salterra", Development of a construction complex consisting of 2 hotel, service and residential buildings 13 and 24 floors above ground and 3 floors underground. The construction company of these towers is Turi MZB. This company is owned by businessman Artur Haxhi.

First, he was the builder of the 15-story apartment building in the center of Vlora that led to the arrest of the former mayor of Vlora, Shpëtim Gjika. Mr. Haxhi himself was arrested and sentenced to 3 years in prison for this case, which was converted into probation. Meanwhile, two years ago, he was again wanted for an unauthorized construction in the Uji i Ftohtë area, a case that was also closed.

The last delegates of the union come from Dante's last circle. These are businessmen with problematic fraud backgrounds. Oberon Tower, whose construction permit was approved three days ago, will be built in Tirana. Its builder is the Ober company owned by Orges and Marigo Kushi.

These were previously the owners of the Orbes company. A few years ago, their name became known when they evicted several families who had ordered apartments in a building in the Yzberishi area.

Sunrise Tower, another high-rise in Tirana, will be built by Braka Construction. This company is owned by Amarildo Braka, who is also not an unheard of name. A few years ago, Mr. Braka built a building in violation of the permit in the beach area of ​​Durrës. The building was seized by the prosecution and residents spent years wandering the streets to enter their homes.

The latest on the list of those that received building permits in the last two meetings of the KKTU is the Dukagjini Resort project. Declared with strategic investor status, the resort will be built at Rana e Hedhun on donated state land. The resort's construction company is Dukagjini Group, owned by Kosovar businessman Ekrem Lluka.

Rumored by the Kosovar media as being blacklisted by the United States of America, Mr. Lluka currently has a significant problem with the justice system in Kosovo. A court case is underway against him for money laundering. The Kosovo Prosecution Office accuses Mr. Lluka of laundering money through several transactions with the American Hospital of Kosovo and a company owned by the family of former Albanian judge Alaudin Malaj.

The construction union is very large. It has representation from all categories of criminal offenses. From suspects of money laundering, to those convicted of corruption and trafficking.
