EC report on Albania: Politics pressure justice, widespread corruption in many

Corruption continues to be a disturbing phenomenon in the eyes of internationals.

This conclusion was underlined in the last report that the European Commission has recently published on the rule of law in Albania.

According to this report, corruption affects many areas, especially electronic campaigns, or procurement procedures, especially for public-private partnerships.

" Corruption is widespread in many areas, including during electoral campaigns, continuing to have limited impact on vulnerable sectors. Limited transparency in public procurement procedures, especially for public-private partnerships, is a source of concern. Misuse of of state resources during electoral campaigns is an area of concern", the report states, among other things.

Another concern is the pressure of politicians or high officials on people of justice.

"Despite the strong independence and guarantees that were given, the process of appointments, promotions and transfers of magistrates is affected by limited transparency and challenges in time and quality for evaluations. "Attempts for interference and pressure on the judicial system by public officials or politicians remain a concern,"  the report states.

As for media freedom, the report highlights with concern the transparency of media ownership, the right of access to public documents and transparent distribution.

"Although concrete steps have been taken to improve the safety and working environment of journalists, as well as the duties and powers of some national media regulators have been expanded. Concerns about the independent governance or financial stability of public service media, the transparency of media ownership, the right of access to public documents, and the transparent and fair distribution of state advertising persist. The recommendations focus on these areas to ensure a free and pluralistic media landscape ," the report states.
