39 hectares of land, located in Pulaj of Velipoja, belonged to a 99-year-old woman named Drane Hotaj. After her death it was found that she had excluded her children from the property inheritance in her will. In an interview of Lule Zefi, heir to the lands that Pëllumb Gjoka had appropriated, she says that the confrontation with the "strategic investor" was hopeless, as she faced the state, but also crime.

The name of businessman Gjoka has often been mentioned in political circles, as the opposition has accused him of being a person involved in buying votes in favor of the Socialist Party. Previously engaged in gambling, in July 2021 his company Imperial Group was granted the status of strategic investor for the construction of a tourist resort in Velipojë, with a value of 52 million euros. The opposition has repeatedly denounced his role in the past elections.
