The Special Prosecution Office (SPAK) has opened the competition for the new director of the National Bureau of Investigation (BKH). The head of SPAK, Altin Dumani, and the two special prosecutors, Arben Kraja and Behar Dibra, have revealed what the criteria that candidates for this position must meet.

Referring to the relevant legal provisions, the right to apply for the position of Director of the BKH is only granted to candidates who are Albanian citizens, who enjoy high professional and moral qualities, and who meet the following criteria:

has completed the second cycle of university studies in law with a degree equivalent to a "Master of Science", or higher police education;

has work experience as a prosecutor, employee of the State Police or Judicial Police or investigator of the National Bureau of Investigation;

has at least 5 years of work experience in matters related to criminal offenses in the field of corruption, organized crime or serious crimes;

if he/she has been or is an employee of the State Police, to have held the rank of "Commissioner", "Chief Commissioner", "Director" or "First Director" for no less than 3 years;

not be under investigation or trial for a criminal offense, not be ineligible for public office, according to Law No. 138/2015 "On guaranteeing the integrity of persons elected, appointed or exercising public functions", as amended, and sign the self-declaration form pursuant to that law;

has not held political positions in public administration or leadership positions in political parties for at least the last ten years prior to the moment of candidacy;

has received the maximum rating for his professional skills, ethics and moral integrity, if he has been subject to previous assessments, according to the legislation in force;

no disciplinary measure of "dismissal from office" or any other disciplinary measure has been taken against him, which is still in force according to the legislation at the time of candidacy;

not to have been and not to be a collaborator, informant or agent of any intelligence service;

in the period 29.11.1944 - 2.7.1991 not to have been a member or candidate of the Politburo, a member of the Central Committee of the Party of Labor of Albania, a member of the Presidium of the People's Assembly, President of the Supreme Court, Prosecutor General, President of the General Investigation, member of the Council of Ministers, head of internal affairs branches, employee of the former State Security bodies, collaborator of the former State Security or favored person, member of the Central Commission for Deportations and Internments, investigator, prosecutor, judge in political trials, denouncer or witness for the prosecution in special political trials;

consent to undergo a polygraph test. The information in the report prepared by the polygraph examiner is taken into consideration during the selection process;

The candidate must submit the necessary documentation by May 7, 2025 that proves the fulfillment of all conditions provided for in articles 34 and 38 of law no. 95/2016.

The documentation must be submitted to the Archives-Protocol Sector of the Documentation and Human Resources Directorate of the Special Prosecution Office in a sealed envelope, which is addressed to the Selection Committee for the Director of the National Bureau of Investigation.

Referring to Law No. 95/2016, the reappointment process will be carried out in seven (7) stages as follows:

Application review;

Logical reasoning test;

Medical check-up;

Physical test;

Written essay;

Interview;

Background check, asset declaration and polygraph test;

The Selection Committee, after verifying and assessing whether the criteria under Articles 34 and 38 of Law No. 95/2016 are met, decides whether or not to proceed with the recommendation for the reappointment procedure to the High Prosecutorial Council.

 

The candidate must submit the necessary documentation by May 7, 2025 that proves the fulfillment of all conditions provided for in articles 34 and 38 of law no. 95/2016.
