The big bridge over the Dri risks turning Kukësi into a 'forgotten island'
The works for the construction of the new bridge over the Drini i Zi river in Kukës have entered the final phase and it is planned to be released for traffic at the end of June. But experts say that this major infrastructural work of Ruga Kombit, the second after the Kalimashi tunnel, will further isolate Kukësi, Tropoja, Hasi and their surroundings.
The project closes the current entrances and exits to Kukës, while the villages of the administrative units of Mamëz, Surroi, Arrën and Malziu will have to travel an additional 8 kilometers round trip because of it.
"The new bridge is an image that does not belong to Kukes. This bridge does not harmoniously, economically, or physically connect the city of Kukes. The work is an "elbow" done to Kukës," says Andrit Shehu, architect and former director of the territory planning and development department in Kukës Municipality.
The construction of this bridge, according to the project, will put the existing bridge out of action, simultaneously blocking the historical entrances and exits to the city of Kukës. The entrances and exits are planned to be made through the Gostil Bypass, on a road about four kilometers longer and which, according to the engineer, is not at all suitable to cope with the flow of traffic.
Even the business community and civil society representatives see the extension of the road to the city of Kukës as an "isolation policy".
Meanwhile, the Albanian Road Authority, ARRSH, washed its hands of the problem, saying that "this segment is part of the concession contract".
But the concession company, Albanian Highway Concessions, claimed that it had no contractual obligation for the entrances and exits for businesses and residents in Kukës.
"Our only obligation will be the ramp in the northern part of the bridge (when coming from Kosovo)," Spartak Tumani, director of Albanian Highway Concessions, told "BIRN".
The bridge makes communication difficult
The Great Bridge over the Drin River was designed by the Italian engineer Giorgio Rizzo. It has a total length of 310 meters, while the metal arch has a base of 270 meters, a height of 56 meters and weighs about 5000 tons. There will be 4 lanes, in both directions of movement with intermediate traffic dividers and steel cables that are fixed from the foundation to the arch of the bridge.
In March, Prime Minister Edi Rama proudly published on social networks pictures of the latest works for the construction of the new Kukes bridge, insisting among other things that the investment was a major economic event for the area.
"The investment of 30 million dollars makes it an economic event for the area and the connection of Albania with Kosovo," Rama wrote.
But for the residents of the city of Kukes, the new bridge not only does not serve the city and its surroundings, but turns into an additional obstacle for their movement and turns the city into a forgotten island.
“Nuk do ndalojë më njeri në Kukës, madje as kuksianët e larguar, të cilët gjatë udhëtimit për në Kosovë, ndaloheshin në Kukës. Qytetarët e Kukësit nuk kanë asnjë benefit. Do u ndalohet hyrja historike që nga viti 1978,”, thotë Andrit Shehu.
Drejtuesi i Qendrës për Progres Rinor, Rifat Demalija, kërkon reagimin e qytetarëve dhe të pushtetit lokal, pasi sipas tij ky projekt do të sjellë pamundësimin e jetesës në këtë qytet.
“Sipas projektit që po përfundon së shpejti, rezulton se nyja hyrëse e dalëse e qytetit të Kukesit për nga ura aktuale e Drinit të Zi ka ndryshuar. Pra, hyrja historike e Kukësit zhvendoset rreth katër kilometër më larg për në fshatin Gostil,” thotë për “BIRN” Demalija.
Ai shtoi se përfaqësuesit e shoqërisë civile kishin zhvilluar një takim me këshillin bashkiak mbi këtë problem tre vjet më parë dhe e kanë kundërshtuar projektin. Demalia shtoi se ky devijim shtonte problemet e trafikut, rrezikun nga aksidentet dhe se në fakt qyteti veçohej.
“Kukësi do anashkalohet nga vizitorët dhe turistët,” tha ai.
Për biznesin lokal, zgjatja me 4 kilometra dhe spostimi i hyrjes për në qytet është një problem shtesë pas tarifave që ata paguajnë për t'u lidhur me Durrësin dhe Tiranën.
“Nëse trau i pagesës na vështirëson jetën në Kukës, ky na detyron të gjejmë një rrugë dhe të largohemi nga qyteti,” thotë Sokol Kolgjini nga shoqata “Biznesi për Biznesin”.
Kolgjini ironizon projektuesit e rrugës dhe mënyrën se si ajo lidhet me qytetin. “Çdolloj infrastrukture duhet të lehtësojë komunikimin, por ky projekt e vështirëson atë. Do të jetë një kaos në trafik, sepse i gjithë trafiku për Has dhe Tropojë duhet të kaloj përmes qytetit, në një rrugë plot trafik si rruga e pazarit”, thotë për “BIRN” Kolgjini.
Autoritetet pa zgjidhje
Rruga hyrëse dhe dalëse nga ana juglindore e Kukësit është ndërtuar para viteve ‘90 të shekullit kaluar. Rruga u shërbente atëherë banorëve të disa fshatrave dhe kishte një trafik të kufizuar. Inxhinieri Andrit Shehu thotë për “BIRN” se ajo nuk është e përshtatshme për të përballuar qarkullimin dhe hyrje- daljet e të gjithë zonës.
Shehu thotë se gjatë kohës që punoi në bashki, ai mbajti dhjetra korrespondenca, përfshi me kryeministrin Rama për të kërkuar një projekt që do i shërbente edhe qytetit të Kukësit, por nuk mori përgjigje.
“Deri në momentin që unë jam larguar nga bashkia (6 muaj më parë) nuk ka pasë asnjë lloj dashamirësie nga instancat shtetërore për të dërguar një grup profesionistësh për të diskutuar për alternativat,” thotë ai.
Shehu thotë se zgjidhjet teknike për të ruajtur të pacënuar hyrjen e vjetër të qytetit kanë qenë të mundura, por propozimet nuk janë marrë parasysh.
“Janë 75 mijë banorë të qarkut të Kukësit që tashmë u duhet të aksesojnë qytetin përmes një hyrje aspak dinjitoze. Ndërkohë që koncesionari ka bërë bypass në zonën e Mirditës, edhe për fshatra me 10 shtëpi,” thotë ai.
The municipality of Kukës told BIRN that for several years it has been asking to get to know the project and the solution that was offered to the residents of Kukës. The municipality itself proposes an additional project of almost 300 million ALL, for the reconstruction of the entrance road Ura e Drini i Zi-Radio - Kukësi.
In correspondence with the municipality, the Ministry of Infrastructure responds that the entrance to the city was taken into consideration by the concession company.
"On the part of the concessionaire company, in the proposed project for the construction of the New Bridge over the Drin river, it has been taken into consideration the facilitation of entrances and exits in the city of Kukës, using the bridge and the existing road", it is stated in an answer that the municipality has received and made available to BIRN.
But in a communication with BIRN, the leaders of the AHC company say that this is not their problem.
"The rest is a social problem that must be solved by the government and local authorities. More specifically, a new project is required," Spartak Tumani, director of Albanian Highway Concessions, told "BIRN". Reporter.al
