VOA: The Berne Convention urges the Albanian government again to stop the Vlora Airport works

The Permanent Committee of the Berne Convention urged the Albanian government to stop the construction of the Vlora Airport in the Vjosë-Nartë Protected Area, repeating the position expressed in September of this year through an official recommendation.

Sources present at a week-long meeting held in Strasbourg, which ended on December 1, told VOA that Convention members expressed high concern about the continuation of the airport works, urging Albanian authorities to work together with civil society and other stakeholders for an in-depth environmental impact study.

The Albanian authorities will report next June on the steps taken to implement the recommendations of the Convention, while at the end of next year it is expected that the Committee of the Berne Convention will meet again to examine the situation.

The representative of the Albanian Organization for the Protection of Nature (PPNEA) Xhemal Xherri, present at the annual meeting of the Berne Convention, told the Voice of America that in addition to the representatives of the two Albanian environmental organizations (ECO Albania and PPNEA) and the Euro Natur organization, there were also representatives at the meeting of the Albanian government.

At the meeting, Mr. Xherri said, the fact that the works for the construction of the airport are continuing with intensity and why the Permanent Committee of Bern requested the suspension of the works three months ago was especially emphasized.

At the meeting, the representatives of the Albanian environmental organizations EcoAlbania and EuroNatur expressed their positions before the representatives of the Convention, Mr. Xherri said.

Zydjon Vorpsi, of the PPNEA organization, stated that "The Albanian government claims that the acceleration of the process of Albania's integration into the European Union is a top priority".

"The implementation of the recommendations of the Berne Convention supports exactly this objective", said Mr. Vorpsi.

According to him, "disagreement with the provisions of an international treaty do not help in this goal, on the contrary, they have the opposite effect on the integration of Albania."

While Besjana Guri, project manager at "EcoAlbania", underlined in her presentation before the Permanent Committee the importance of the Egër Vjosa river.

"The declaration of the Vjosa River and its three tributaries as a single National Park is a great achievement and we congratulate the Albanian government for this decision. However, we are concerned that the Vjosa ecosystem is still under threat, as shown by the construction of the airport in the Vjosa delta near the new national park, as well as by the water diversion project from the Shushica river, within the national park," said Ms. The stone.

Fusha e aviacionit është përdorur deri në vitet ‘90 dhe nuk kishte infrastrukturë mbështetëse, madje, as një pistë të shtruar me asfalt tha ai. Sipas zotit Shwaderer Zona e Mbrojtur u dizenjua në vitin 2004 bazuar në një propozim shkencor. Disa vite më vonë, ekosistemi i Vjosë-Nartës u propozua nga autoritetet Shqiptare si një zonë Emerald, që do të thotë se zona është e një rëndësie të lartë për Evropën.

“Pretendimi i tanishëm se zona nuk ka vlera ekologjike është një mashtrim i ulët për të justifikuar ndryshimin e paligjshëm të kufijve të zonës së mbrojtur. Aeroporti i Vlorës nuk është një rast vetëm i shkatërrimit të natyrës, por edhe i shkeljes flagrante të ligjit", tha drejtori i "Euro Natur’’.

Sipas vlerësimit të organizatave mjedisore Zona e Mbrojtur Vjosë-Nartë është një nga ekosistemet më të rëndësishme në Shqipëri, ligatina e dytë më e rëndësishme në Shqipëri dhe shtëpi e llojeve të rralla të kafshëve dhe bimëve. Zona është habitat për më shumë se 220 lloje shpendësh përgjatë vitit dhe ka një rëndësi të lartë edhe përtej rajonit për sa i përket korridorit të shtegtimit të Adriatikut.

Vjosa u shpall lumi i parë i egër Park Kombëtar në Europë në Mars të 2023 dhe u vendos nën mbrojtje nga qeveria Shqiptare. Në Shtator, Konventa e Bernës i kërkoi qeverisë Shqiptare të pezullojë punimet për ndërtimin e Aeroportit të Vlorës.

Konventa e Bernës e njohur ndryshe edhe si Konventa për Ruajtjen e Jetës së Egër dhe Habitatet Natyrore Evropiane është një instrument juridik detyrues ndërkombëtar në fushën e mbrojtjes dhe ruajtjes së natyrës. Shqipëria e ka nënshkruar këtë Konventë në vitin 1995 dhe ka hyrë në fuqi në maj të vitit 1999.

Ndërtimi i aeroportit të Vlorës nisi nëntor të vitit 2021 nga një konsorcium kompanish, ku 50 % e aksioneve zotërohej nga "Mabetex" e sipërmarrësit Behgjet Pacolli, në partneritet me kompaninë turke, "Yda Group", e cila kishte 48 % të aksioneve , ndërsa 2 % i përkasin shoqërisë nga Kosova “2A Group Shpk”.

Në Mars të këtij viti shoqëria turke u tërhoq nga konsorciumi dhe Kompania “Mabco Constructions”, ka marrë në zotërim 98% të aksioneve të koncesionit të Aeroportit Ndërkombëtar të Vlorës, pasi bleu me 4450 euro aksionet që zotëroheshin nga kompania turke.

Aeroporti i Vlorës shtrihet në një sipërfaqe prej 297 hektarësh me një vlerë të parashikuar të investimit në rreth 104 milionë euro.
