Immigrant vote, Celibashi: 30 days is not enough for the post office, money is

Immigrants will vote in the country where they live and their vote will be counted, guarantees the state commissioner for elections Ilirjan Celibashi.  

"For the 2025 elections, all Albanian voters living outside Albania will be able to exercise their right to vote where they live, " said Ilirjan Celibashi in an interview on the "Pa Censure" show. However, the process is not going without difficulties and the main challenge that the CEC was facing is time.

"The time we have at our disposal is limited. If for an aspect of the process within the country, we have the convenience of doing it tomorrow or the day after tomorrow, for this process, a job that you have to do today, you should have done it yesterday. Time brings difficulties in finalizing the Foreign Voter Registration Platform. In case the election date is set on May 4 or 11, the CEC will have to have this platform ready on January 1 ," said Commissioner Celibashi, who has another important challenge ahead of him.

He has to solve the issue of ballot paper transportation time. According to Albanian law, with the finalization of the candidates for deputies, no more than 30 days of time remain available, while the normal process for sending and returning the ballot paper requires 40-60 days. In these circumstances, the shortest solution is money.

"We are discussing with the Albanian government and the relevant operators to maybe find another way, but the other way means paying more money to pay for a faster post, so that the time of sending and returning the paper is not go beyond 30 days. This is the most important challenge," said Celibashi.

But there is another way without additional expenses, the amendment of the Electoral Code according to him.

"We didn't ask for it and we left it to their assessment, but not to say that we stuck with the political parties and the Assembly. The options we are exploring are either we will pay more money and not change the Code, or we will have to change the Code and save some budget. We have presented the facts to all the actors and everyone has the prudence to analyze these facts," said Celibashi.
