Michael Kirby: EU-US antagonism could have long-term consequences for Pristina and Belgrade
The political antagonism of the United States and the European Union may have long-term consequences for Pristina and Belgrade, says the former American ambassador to Serbia, Michael Kirby. In an interview for the Voice of America on the tensions in the north of Kosovo, Mr. Kirby said that he is not surprised by the crisis in the northern municipalities of Kosovo. He said that because of their involvement in the conflict between Ukraine and Russia, the United States and the European Union do not have the institutional patience to endlessly deal with the disingenuous maneuvers of Pristina and Belgrade.
Voice of America: How do you comment on the crisis in the north of Kosovo?
Michael Kirby: I am sorry to say that I am not surprised by the crisis. When the Serbian parties decided to boycott the last election, it was clear that some people would vote. Indeed, less than 4% of the electorate voted. The few people who voted gave a victory to Albanian politicians. This is the danger of the Serbs boycotting the elections. Albanian parties received the majority of votes, but did not receive even close to the support of the majority of the people. Mr. Kurti decided to act as if he had an advantage in this process.
VOA: What do you see as the main reason for this?
Michael Kirby: Apparently, Mr. Kurti is behind the stirring up of tensions. He seems uninterested in making any concessions either to the Serbian minority within Kosovo or to Mr. Vucic's government in Belgrade. Mr. Kurti's hard line has been welcomed by his supporters; the confrontation with Belgrade encourages support in Kosovo.
But Mr. Vucic is not unhappy when he sees the actions of Mr. Kurti. The opposition of the government in Pristina always encourages the support of Mr. Vučić's supporters inside Serbia. Mr. Vucic needs help right now. Following the back-to-back mass killings in Serbia, Mr. Vucic is under intense domestic pressure as tens of thousands of Serbs across the country have taken to the streets demanding action against the gangs and thugs that have plagued Serbia for years.
Many of these thugs, in addition to their criminal activity, have given Mr. Vucic support to intimidate his enemies. Demonstrators have also demanded an end to the glorification of criminals on Serbian private television, "TV Pink" and other media outlets controlled by Vučić. Therefore, Mr. Kurti's actions have offered Mr. Vucic a golden opportunity to distract people from his internal troubles by relying on the Serbs in Kosovo and the disloyal Albanians in northern Kosovo and Pristina.
As you well know, the well-being of the population of the Serb-majority areas in the north of Kosovo is not a major factor in the thinking of either Mr. Kurti or Mr. Vucic.

Michael Kirby: Kjo do të ngadalësojë dialogun. Zgjidhja e mosmarrëveshjeve që po shkaktojnë tensione mes Kosovës dhe Serbisë do t'i mundësonte Serbisë të ecte përpara në qëllimin e saj për anëtarësim në Bashkimin Evropian. Serbia dhe Kosova duhet të bëjnë ndryshime të brendshme, të cilat janë të nevojshme për procesin e anëtarësimit e tyre në Bashkimit Evropian. Reformat do të krijonin kushtet për rritje ekonomike dhe begati për qytetarët e të dyja vendeve.
Themelimi i një Asociacioni të Komunave Serbe tani është çështje kyçe në procesin e anëtarësimit të Serbisë në BE. Duke e zhvendosur fokusin nga asociacioni tek kryetarët e komunave, zoti Kurti shpreson të shtyjë ditën kur ai duhet të merret me çështjen e asociacionit. Ai mund të jetë i suksesshëm në aspektin afatshkurtër. Por antagonizmi njëkohësisht i Bashkimit Evropian dhe Shteteve të Bashkuara mund të ketë pasoja afatgjata. Kosova ka nevojë për ndihmën zhvillimore që i ofron Amerika dhe Evropa. Duke patur parasysh atë që po ndodh në Ukrainë, as Bashkimi Evropian dhe as Shtetet e Bashkuara nuk kanë durim institucional për t’u marrë pafundësisht me manovrat e pasinqerta të Prishtinës dhe Beogradit. Të gjithë kemi qenë dëshmitarë të krizës amerikane të tavanit të borxhit. Mbështetja për t'i dhënë gjithnjë e më shumë para Kosovës mund të zbehet, nëse zoti Kurti e tepron me veprimet e tij. Njerëzit e tij (populli i Kosovës) kanë nevojë për ndihmën tonë.
VOA: In your opinion, what should be the solution to this problem?
Michael Kirby: Both Serbia and Kosovo should move forward with the establishment of the association. I am sure that the European Union has enough examples of associations of a similar type for minorities within a member state, which could be used to establish the association of Serbian-majority municipalities. A legal means must also be found to have mayors in municipalities with a Serbian majority, who enjoy the support of a large segment of the local population./ VOA
