DP demands repeat elections in Tirana district

The Democratic Party has expanded the list of complaints to the Complaints and Sanctions Commission (KAS), this time requesting a repeat of the elections in the Tirana district.

According to the official announcement, the DP has filed a request to annul the results approved by the Central Election Commission (CEC) for the elections held on May 11.

" This situation has practically erased any boundary between public interest and party interest, undermining the foundations of fair and equal competition in a process that should be democratic."

In a reality where the Party-State (PS) uses the entire public administrative apparatus and electoral machinery, the opposition no longer faces a political opponent organized as if without politics, but is confronted with an entire system that turns the competition into a farce. In these cases, free and fair elections remain simply an illusion.

The electoral farce that we want to publicly denounce is precisely this: In Albania, the opposition is not competing with a free and fair campaign, but is facing an opponent who enjoys all state or public resources, and can also engage unlimited private resources at its disposal whenever it needs them.

In the OSCE-ODIHR report on the parliamentary elections of May 11, 2025, the Tirana District area documents several cases and is mentioned in several important contexts:

Allegations of links to threats and pressure on voters

Tirana is mentioned as one of the cities where concrete cases of threats and pressure on voters to vote for the Socialist Party were reported. These actions contradict international standards for free and fair elections.

" In our assessment for the Tirana Region, there is sufficient evidence to dispose of according to the object of the search. However, we as an electoral subject, before examining the merits of our request - in the conditions when we DO NOT dispose of nor administer the Minutes for each VC, we request from the KAS an order from the SEC and/or the administration of the KOZ, to make the evidence available to us as follows:

a) To cross-reference the PEI data for all Voting Centers in the Tirana District and to make available, as soon as possible, a consolidated copy of these reports;

b) The Central Election Commission and the postal operator contracted by it shall make available a register personally signed by each voter in the diaspora, which confirms the personal receipt of the envelope with the electoral materials by each voter in the Tirana District;

c) The Technical Auditor's Report regarding the issue of voter lists in this Electoral Zone.

d) Copy of all Special Registers of each VC in the Electoral Zone subject to the complaint;

e) Copy of all Minutes in each VC and for each CEAZ, in the Electoral Zone;

1) Copy of all Minutes of the closing of each VC and for each CEAZ, in Electoral Zone Minutes No. 81; and

2) The Number of Unused Ballots for each VC and for each CEAZ, in the Electoral Zone subject to the complaint.”
