The Appeal Court of Kosovo partially accepts the complaints about the security

The Special Court of Appeal for Corruption and Organized Crime has partially accepted the appeals for security measures against three police officers under investigation by SPAK.

With a decision announced today, April 9, 2025, the monocratic panel composed of Judge Florjan Kalaja, decided to partially approve the decisions of the First Instance in the cases of Shkëlzen Ruska, Chief of Crimes in Himara, Ervis Alisinanaj, Chief of Crimes at the Lushnja Police Station, and former police officer, Erdit Hazizaj.

According to the decision of the Court of Appeal:

The security measure "arrest in prison" was approved in full for Erdit Hazizaj, for suspicions related to criminal activity in the field of cultivation of narcotics and involvement in a structured criminal group.
For Shkëlzen Ruska and Ervis Alisinanaj, the measure "arrest in prison" was approved only for the charges related to "cultivation of narcotics plants" and "structured criminal group", while the Prosecution's request for the charges of "abuse of office" and "exercising illegal influence" was partially rejected.

 

 


The parties have the right to appeal this decision to the High Court within a period of 45 days from the notification of the reasoned decision.
