PDIU acquisitions helped SP more than 'SMI apple bite'

The Socialist Party won 74 seats in the April 25 elections in Albania the same number of seats it had won in 2017, after an election campaign based on what the Minister of Infrastructure Belinda Balluku called "the SMI apple bite", ie the abduction of votes which four years ago the SMI had taken over through the recruitment of its local politicians.

But the election results analyzed by BIRN suggest that the figures "bought" by the SMI did not give much advantage to the SP, as the votes lost by the SMI seem to have passed to a majority of the DP and not the SP.

The 2021 elections will probably be remembered for the large number of politicians who have changed parties one, two or three times, as well as for the electoral surprises of politicians who have not unveiled any political program but which turned out to be very successful.

The SP campaign to snatch the SMI votes, which have historically been considered "votes of interest", was most visible in the Berat district, where the former Minister of Justice for the SMI, Nasip Naço and the former MP of this Clyde Qama party, competed for the Socialists. At the end of the race, the SP received 3,000 fewer votes in the Berat district than it had received four years ago. She really achieved the goal of getting 5 seats in this district, grabbing a seat from the SMI, but this seems to have happened more for matters of fate than it was an election result. The additional mandate of the SP for Berat came because the SMI lacked only 77 votes from the quota it needed to get a mandate.

In Fier, where another former SMI MP, Robert Bitri, was taken over by the Socialists, the SP lost 12,000 votes compared to four years ago as well as one MP term.

The only district where flirting with local SMI elements seems to have worked for the Socialists is Durrës, where former SMI minister Lefter Koka competed for the Socialists and received 9,600 personal likes. The Socialists received a total of 3,858 more votes in Durrës and snatched the eighth of the 14 seats in the district. But even here, the eighth term was more fortunate than the election result. The Socialist Movement for Integration lost the mandate in Durrës for only 136 votes and if the SMI would get the mandate, then the SP would go down to 7 mandates.

Socialistët duket se patën më shumë fat me blerjet që bënë nga radhët e Partisë Drejtësi, Integrim dhe Unitet. Këta elementë, si Ornaldo Rakipi në Tiranë dhe Sajmir Hasalla në Elbasan, duket se kontribuuan me vota personale të tilla, duke dhënë efekt edhe në mandate në dy qarqe të rëndësishme. Në Elbasan socialistët fituan gati 14 mijë vota më shumë se sa katër vjet më parë ndërsa Saimir Hasalla, i cili ka qenë kryetar bashkie me PDIU, kontribuoi me 11,500 vota personale. Në Tiranë, socialistët morën 26 mijë vota më shumë, ndërsa Ornaldo Rakipi, 27 vjeçari i biri i ish-deputetit të PDIU Aqif Rakipi, mori gati 16 mijë vota.

Elementë të ish-LSI-së duket se patën kontribut në rezultatin e PS-së në Elbasan dhe Tiranë, por jo në të njëjtat përmasa me grupin e Rakipit. Luan Duzha, deputeti që LSI e bleu nga PR, arriti të marrë gati 7 mijë vota personale në Elbasan ndërsa Alqi Bllako, drejtor i agjencisë shtetërore përgjegjëse për ujësjellësat dhe incineratorët e mbetjeve, kontribuoi me gati 8800 vota personale në Tiranë.

Rritja e votave të socialistëve në Tiranë ndihmoi këtë parti të ruante avantazhin në mandate njësoj si më 2017, pavarësisht se edhe partitë e opozitës u rritën gjithashtu.

Në total, socialistët fituan vota në 4 nga 12 qarqet e vendit në krahasim me vitin 2017, ku fitoret më të mëdha u realizuan në Tiranë e Elbasan ndërsa humbjet më të mëdha u shkaktuan në Fier, Shkodër e Vlorë.

At the national level, the Socialists received 48.6% of the vote and 53% of the parliament. The additional seats compared to the popular vote were given to the Socialists partly by fate, as in Berat and Durres, and partly by the advantage that the D'Hondt formula gives to the largest party.
