The SP-PD draft for Electoral Reform is approved: In the 2025 elections with two

The Laws Commission has approved, after several hours of debate, with 18 votes in favor and only 1 against, the proposals for changing the Electoral Reform for the 2025 elections.

After the agreement between the Socialist Party and the Democratic Party, the draft now goes to the Assembly for approval, while the only deputy who came out against it was Enkelejd Alibeaj.

Thus, if approved in the Assembly with 84 votes, this draft paves the way for the vote of the diaspora in the 2025 elections, and the lists will be 2/3 open and 1/3 closed. 

Immigrants will vote by private mail, which will be selected by the Central Election Commission.

Likewise, in the 2025 elections, there will not be 100% open lists, but two pairs of lists will be used. In the first list will be the safe candidates, who will receive mandates from the political party, while in the second list, about 30 percent of the candidates will be subject to the preferential voting process.
