OSHEE employees bribe 2.7 million lek to the owner of a bakery in Tirana

"Fiks Fare" denounced a scandal on Monday evening, where the employees of the Electricity Distribution Operator took 2.7 million old lek bribes from the owner of a bakery.

Zef Gjelaj complained in the investigative show that these employees have persistently asked him for this amount, in order to reimburse him for the electricity. In voice and image, Fiksi proved that two employees of OSHEE have received bribes. The first in 2022, meanwhile the second in December 2023. Even, the latter receives the amount of 2.7 million Lek inside the oven. Meanwhile, a few hours after this payment, the employee who received this amount arranges all his papers and invoices. The bribe demanded is half of the debt that the owner of the bakery paid for the electricity and should have been returned to him. But, of the 5.4 million lek that was to be reimbursed, 2.7 were taken from the oven by these employees!

"I have addressed to Fiks Fare that OSHEE has failed us. I have a family business, a bakery, and we barely survive. I have been working as a baker for 13 years. We have worked here and abroad. They don't let you work here. We leave at 2 in the morning. We produce massive bread," says Zefi. He further claims that they have been harassing him for two years. "The government made the lights for us at 7.6 lek per hour, while they made them for us at 14 lek. To date, 5 million and 400 thousand lek (old) have gone that we have paid more. OSHEE workers ask us for half of the money to fix the lights. The 5.4 million is mine. These lek will be reimbursed to me in the following months. They ask me for half of the lek," says the informant.

He further adds that this is not the first time that his family has been annoyed. "They have been coming to the bakery for two years. Roland Kaçaj came first, he is an employee of OSHEE on the coast of Lana. He asked us for an advance of 700,000 Lek so that a refund could be made. He wanted this amount in advance. He asked us for it then, we gave it to him and he returned it from 14 ALL to 7.6 ALL. After 3 months we went to pay the bill and it turned out to be 14 ALL. He had made it and ruined it. That's how they do it. They take the money, do it for 2 or 3 months and break it for the reason that if you go 1 and a half years behind, the millions of lek that you paid more will go. Even they say I want 5 million, 5 million is for you and they reimburse you. You fix them yourself. They want half. They ask for the money before making the changes. Even for 30 minutes to perform work. When you give him half of the lek," says the citizen.

He makes available to the editors of Fiks Fare a conversation he had in 2022 with Mr. Roland Kaçaj, who is an OSHEE employee. "I told you that, the money you paid will be returned. I have told you that if I will finish work there, finish work because I have the deed. When they don't accept what I do, I kill myself" says Rolandi to the citizens. The latter remind him that he was the one who asked them for 200,000 old lek to give to an employee "when she finishes work". "I am not a director, I have that much power. I was helped to do it, but I am returning the money" he says, as he admits that he took bribes. They tell the whistleblower that they don't want their money back, they just want their work done. "What should I do, kill myself?! That's how much power I have. She took the money, I don't have anything to do with it," he continues, admitting again to receiving a bribe from him and another employee. The whistleblowers tell him how they are not ashamed to take money' and do not finish work. He replies that "we don't get money without finishing work, but in this case that was the opportunity".

The whistleblower told Fiks Fare that from 2022 to 2023 no change was made, although the employees had received a bribe. "I have continued to pay every month. And the amount that should be reimbursed to me has reached 5 million and 400 thousand ALL. Another employee, Arjan Pashaj, has been coming for two or three weeks, and he says I want half of the lek to make the refund," says Zefi, while claiming that he wants the money in hand. "Either halves or they are not fixed. Biles must be expedited, because we have all the papers ready. It comes from 2-3 hours, annoying us at the clocks. He stands there, touches a vending machine. The last time he asked me for 2.7 million lek and he did the shopping here at my work," he says. He further adds that, if you pay this amount, "you will be done in 30 minutes". "We have no opportunity and no reason to pay them. These are not government bills, but they put them in their pockets. It's a bribe," he concludes.

After this conversation, the whistleblower goes to the bakery and after a few minutes the OSHEE employee Arjan Pashaj also goes there. He is asking for half of the amount that should be reimbursed, i.e. the old 2.7 million ALL! The whistleblower asks him how much he has to pay and he tells him "2.7 million lek and go away completely and change the price". According to the employee, all this is done within a day. "It is done today. I close all. You have it closed today" continues the employee, while the whistleblowers ask him several times how much they have to pay. "2.7 wed man" he replies. The informants remind him that another employee also took 200 thousand old ALL from him, but he tells them that he does not know him. Further, the bargain is also made, this one asks the informant to reduce the amount, to make it the old 2.5 million lek. "No. And if you have a brother, come on, they're waiting for a slave" he replied flatly.

Por, denoncuesit i kujtojnë se i ka numëruar gabim dhe ai i numëron sërish. Kësaj herë nga numërimi shuma i del shumë e saktë, ajo që kërkoi, teksa u thotë sërish denoncuesve se “zgjidhet brenda ditës së sotme”.

“Jam Arjan Pashaj. Për t’u bërë janë 4-5 veta që merren me këtë punë” vijon ai, ndërsa sërish ka dyshime për shumën. Kësaj herë, kthehet nga rruga dhe futet sërish brenda furrës së bukës dhe i numëron. “Sa mirë i numëron. Si me ja pas borxh, si me ardh me i marr borxhin” i thotë një nga denoncuesit, ndërsa punonjësi pasi i numëron vetëm i “dhuron” një buzëqeshje.

Pas pagesës së ryshfetit, denoncuesi shkon te pika e OSHEE-së për t’u informuar nëse është hequr nga sistemi pagesa që kishte për të kryer. Punonjëset shohin sistemin dhe i thonë e ke 0! “Janë 4 milionë, po te ‘Lapsi’ këtu është zero. Kjo është zero. I kanë futur kështu, por i kanë hequr. Në qoftë se nuk e ke paguar nëntorin, janë të hequra. E ke OK” i thotë punonjësi. Pra, denoncuesit u endën për më shumë se dy vite në dyert e këtij institucioni. Por, punë mbaruan vetëm pasi u detyruan që të paguajnë ryshfetin prej 2.7 milionë lekësh.
