The government starts the procedures for the 100 mln euro concession of certificates and electronic signatures

Although all the concessions that have been investigated by SPAK so far have turned out to be corrupt affairs, the government has no intention of withdrawing from this business. Kapitali.al has learned that the Ministry of Finance has started the procedures to grant a concession to what is called the public key infrastructure (PIK) in technical language.

This infrastructure currently includes two services. They are digital certificates for the effect of fiscalization as well as electronic signature. Both services are mandatory by law and the cost that the business pays for their purchase is 8,800 Lek or 84 Euros per year. Today, this money is collected by AKSHI. But now they will go to the account of the private person that the government will select to grant it with a concession.

Bids are officially requested

Some time ago, the Ministry of Finance set up a special working group, which will draft the terms of reference in the tender for the public key infrastructure concession. The working group consists of employees of the Concessions Agency, ANA, Taxes and the National Business Center.

Meanwhile, a week ago, the Ministry of Finance sent a request to 5 Albanian companies to submit preliminary offers for the purpose of market research. This is the last procedural stage before the announcement of the tender for granting the concession.

Kapitali.al was able to read the letter, even though the whole procedure is taking place in a secret and non-transparent manner, including the selection of 5 companies, which were requested to offer. In the letter, the Ministry of Finance asks companies to submit offers for the purpose of market research and determination of the concession limit fund. And this is a giant business.

Predatory cost

Aktualisht të gjitha bizneset në Shqipëri janë të detyruara me ligj të blejnë dy shërbime elektronike. E para është certifikata dixhitale për efekt të fiskalizimit. Pa këtë certifikatë bizneset shqiptare nuk mund të lëshojnë dot asnjë faturë. Kostoja e saj është 4 mijë lekë ose 38 euro në vit së bashku me tatimin mbi vlerën e shtuar.

Shërbimi i dytë është ai i nënshkrimit elektronik. Ky shërbim u bë i detyrueshëm këtë vit, përmes një procedure të dyshimtë ligjore.

Kostoja e nënshkrimit elektronik është 4800 lekë në vit ose rreth 46 euro. Pra në total të dy shërbimet, të cilat biznesi është i detyruar me ligj t’i blejë kushtojnë 84 euro në vit.Aktualisht Shqipëria ka 120 mijë biznese aktive.

Kjo do të thotë se bëhet fjalë për një koncesion, i cili në 10 vitet e ardhshme do t’u marrë shqiptarëve minimalisht 100 milionë euro në vit. Por kjo është vetëm shifra dysheme. Ky koncesion ka potencialin që të rritet në mënyrë eksponenciale, teksa qeveria detyron me ligj bizneset dhe qytetarët që të pajisen me certifikatat elektronike për çdo shërbim që ata marrin nga shteti, përfshirë aplikimet e thjeshta në e-albania. 

Projekti

Në fakt projekti për të dhënë me koncesion “Ofrimin e shërbimeve të infrastrukturës së çelësave publikë (PKI)” është i hershëm. Madje disa vite më parë, në ministrinë e Financave u paraqit edhe një studim fizibiliteti, por në atë kohë shifrat ishin totalisht ndryshe dhe gjithë koncesioni vlerësohej 4 milionë euro në vit.

A year ago, the government approved a decision proposed by ANA through which it charged the Ministry of Finance as the contracting authority of this concession. But Delina Ibrahimaj delayed the procedure, which she apparently considered a hot potato. However, changes in government reactivated the concession.

And now Ervin Mete's first job as finance minister will be to sign the predatory public key concession, which will most likely end up in SPAK. Players can be replaced, but the game must continue. After a few years, the Albanians will teach the next pear growers, even though the concession is being pushed from above.
