Government reopens 393 million euro tender for Porto Romano port

After failing in the first attempt, the Albanian Road Authority has reopened the 393 million euro tender for the construction of the new commercial port in Porto Romano. According to documents published by the Public Procurement Agency, the tender date is scheduled for February 7 next year.

This is the second time that the Albanian government and the ARRSH have attempted to tender for the construction of the new port in Porto Romano. The first time, the competition for the construction of the port was announced at the end of July through a major event hosted by Prime Minister Edi Rama and his deputy Belinda Balluku. The head of government announced that 15 companies have expressed interest in the construction of this work, the vast majority of which are among the largest in the world.

"I am very happy that among the interested companies, we have 5, even 5 companies listed, as the 5 largest in the world, which shows how interesting this port is, but the history of port development that we have learned because of the task has shown that if these companies "find a place", "make a place" so large that they can double, triple, quadruple that amount at the beginning of the tender without any problem if you don't have shark fishermen on land. But don't forget that you don't only have us on your head, you also have Dutch fishermen. Forget the shark, go do that in some other country outside Europe where there are plenty of ports being built", said Rama.

The tender was scheduled to take place on September 16, where these companies were supposed to submit financial offers. But the tender failed and the ARA announced its cancellation.

Port costs don't stop

The tendering process for the new port in Porto Romano is being led by the Dutch company Royal Haskoning. The Albanian government, through a special consultancy contract, gave this company public attributes until the selection of the winner. For this service, the government has paid 12 million euros to this company, through the Durrës Port Authority.

However, the bill paid to the Dutch is only a drop in the ocean of costs that the port will cost Albanian citizens. When it presented the project to dismantle the existing port of Durres and build a new port in Porto Romano, the government was careful to downplay the project's costs. Initially, it only declared the construction cost of the first phase in Porto Romano at 393 million euros.

But now the project costs are gradually increasing as the government has revealed in the list of national projects the costs for the second phase of the port construction and that for the naval base. The second phase of the port will cost another 261 million euros, while the naval base 366 million euros. So in total, it is a bill, which so far has reached 1 billion and 20 million euros.

This is the amount that Albanian citizens will pay from their taxes for the relocation of the commercial port from Durres to Porto Romano in order to build the tourist port of the Arab company Eagle Hills on the territory of the existing port of Durres.

But while the government loads billions of dollars in bills on the backs of citizens, private individuals take the donated land and the profits from the sale of villas and towers in Durrës./ Kapitali.al
