Rama entrusted the yacht port in Durrës/ Who is the Arab millionaire, closely connected with the Serbs and Belarusians

On August 10 of this year, the Albanian government signed a cooperation agreement with an Arab company for the construction of the yacht port in Durrës.

The agreement was signed between the Albanian company "Albanian Seaports Development Company" and "Eagle Hills Real Estate Development" shpk, represented by investor Muhammed El Alabbar.

The Arab millionaire who will invest in the transformation of the Port of Durrës , is the director of "Lakeside Development" founded by Bluesky Holdings Limited based in the United Arab Emirates, which also appeared in the Cayman Islands, the British Virgin Islands and in China, linked to several offshore companies.

The head of the investment group 'Emaar Properties', who is originally known as Alabbar Rashid Mohamed Ali Rashid, actually has several names by which the press refers: Mohamed Ali Rashed Al-Abbar, Mohamed Ali Rashed Alabbar, Mohamed Al-Abbar or simply Mohamed Alabbar.

Foreign media report that El Alabbar conducts its activity in the capital of Belarus, in Minsk. But besides this, the director of the company to whom Rama entrusted the transformation of the Port of Durrës, appears to have a close relationship with Serbian businessmen.

One case is his involvement in a business with the two Karic brothers from Serbia. Emirates Blue Sky and Dubai Water Front are two companies belonging to Serbian businessmen Karic. Some time ago they announced their withdrawal from the Belarusian market at the end of 2020. This happened right after EU sanctions were imposed on Dana companies. However, at the moment they are not in the process of liquidation and de jure they function as before.

On November 25, 2020, a new company called Lakeside Development appeared in Belarus. The 'Nick and Mike' Telegram channel connected him to Dana.

"Emaar Properties" plans to develop the "Smart City" project in the north of Minsk with an estimated investment of 4 billion euros. The foundation stone at the construction site was symbolically laid by Prime Minister Raman Halouchanka on October 2, 2020.

In October 2020, the construction client of the "Smart City" was Emirates Blue Sky, the aforementioned company of the Karic brothers. Moreover, she received this name associated with the Arab world shortly before she was involved in the project. But before that, it was called Zomex Investment. After Western sanctions hit, and renaming companies became a fashionable attempt to avoid sanctions.

The Belarusian government referred to the Arab investor in its reports as "Mohamed Al Abbar, Chairman of the Board of Emirates Blue Sky LLC".

The names Bluesky Holdings Limited (founded by Lakeside Development) and Emirates Blue Sky (a legal entity related to the Karich brothers) share two words "Blue Sky", which may be a coincidence.

Emaar Properties has other connections with Serbian businessmen. They promoted major construction projects together in Belgrade and Moscow.

In a meeting with Halouchanka in February, the head of Emaar Properties denied Dana's participation in the Belarusian project. The reason was probably the fact that the ownership with Serbian roots was under sanctions.
