Tourism in Albania: Deficiencies from within or attacks from without
The tourist boom that Albania experienced a year ago, increased the expectation that this season there will be even more tourists.
According to the latest data published by the Albanian Government, from January of this year to June, this country was visited by 4.5 million tourists, or 34 percent more than in the same period of the previous year.
But what attracted attention recently was the publication of several photos and videos on social networks, which, according to those who shared them, were of Albanian beaches with very few people or empty.
For the prime minister of Albania, Edi Rama, the publication of these images is "an organized attack" to damage Albanian tourism.
However, tourism experts do not see the situation that way. According to them, there are some shortcomings related to the service and infrastructure, as well as the increase in prices.
In an address on July 17, Rama expressed his conviction that it is an organized attack, with the aim of damaging Albanian tourism.
"I have spoken with the heads of the coastal municipalities who are surprised by many videos, news and false, manipulated comments, made on purpose and who want to say that no one has come here. The attack comes from several sides", said Rama, without specifying more.
"Our security systems have turned on the red light of cyber security. There are many fake profiles that are used for this attack," he added.
For the tourism expert in Albania, Leonard Maçi, this statement by Rama is an attempt to justify the failure to attract tourists.
"I would make a comparison: if a person has problems with one of the body's organs, then the other organs are also affected. So it comes from within and not from without. What I want to say is that there is no foreign attack or sabotage", says Maçi for Radio Free Europe.
"These are conspiracy theories to justify themselves, the lack of controls regarding abusive price increases or not taking measures to improve service and infrastructure," he adds.
According to him, one of the reasons why tourists chose Albania last year was the cheap prices, which have increased this year.
"Prices, especially in the south, have increased disproportionately and unprecedentedly. And, the expectation of low prices has fallen along with the publicity given to this phenomenon. So we have the boomerang effect. You need to take precautions before doing tourism, you have to secure assets and products, and then sell them", says Maçi.
The problem with the increase in prices, mainly in the south of Albania, was also acknowledged by Rama, a few days ago.
Addressing the mayors of Vlora and Saranda, where high prices are reported compared to a year ago, Rama asked them to talk with the tourist operators about this issue.
“Duhet t’u thuhet se kjo është jo vetëm e padrejtë, por është strategjikisht vetëvrasje për vetë ata”, tha Rama në takimin me kryebashkiakët.
Maçi, në anën tjetër, shton se është e patolerueshme që pikërisht në kulmin e sezonit turistik në Shqipëri, kryhen punime në infrastrukturë, të cilat, siç thotë, shkaktojnë trafik dhe ndotje.
Kjo problematikë, sipas tij, është një tjetër arsye që sivjet numri i turistëve do të jetë më i ulët.
Asaj i shton edhe, siç thotë, mungesën e pjesëmarrjes së Shqipërisë me atë që ofron, në panairet ndërkombëtare.
Rezerva për shifrat e turistëve
Besnik Vathi, një operator turistik në Shqipëri, thotë se ka rezerva në lidhje me shifrat që i deklarojnë institucionet shqiptare për numrin e turistëve.
“Ne i raportojmë hyrjet në kufi, e që nuk janë të gjithë turistë”, thotë ai.
“Në mesin e tyre janë edhe turistë, edhe ata që quhen vizitorë të së njëjtës ditë... E, për shkak të rëndësisë që po merr Aeroporti i Rinasit për rajonin, janë me qindra mijëra udhëtarë nga Kosova, Mali i Zi apo Maqedonia e Veriut që e përdorin atë, për të kapur fluturime direkte, pasi krahasuar me vendet e tyre, janë 3-4 herë më lirë”, thotë Vathi.
Sipas tij, duhet parë nëse ata që hyjnë nga një kufi tokësor, dalin brenda orësh apo qëndrojnë.
“Nëse nuk raportojmë në këtë mënyrë, vihet në dyshim saktësia sa u përket shifrave të turizmit”, thotë Vathi.
“Nëse u referohemi hyrjeve nga Kosova”, thotë ai, asnjëherë nuk është saktësuar se sa prej tyre janë pushues në Shqipëri, e sa e shfrytëzojnë territorin e Shqipërisë për të kaluar në Mal të Zi.
“Mund të jenë edhe qytetarë me pasaporta zvicerane apo gjermane, që mund të futen në Shqipëri nga kufiri me Malin e Zi, të kalojnë dhe të shkojnë në Kosovë, ose anasjelltas. Dhe ne, me këtë mënyrë matjeje, i llogarisim si turistë të huaj, e në fakt duhen klasifikuar si vizitorë transit”, thotë Vathi.
Më pak a më shumë kosovarë?
Kryeministri shqiptar, në takimin me kryebashkiakët, tha po ashtu se pretendimi i disa ekspertëve të turizmit se shtetasit e Kosovës e kanë “braktisur” Shqipërinë, është i pabazë.
“Nga janari në qershor janë 1.7 milion hyrje të qytetarëve të Kosovës ose 25 për qind më shumë se vjet”, tha Rama.
Por, edhe për këtë çështje, ekspertët ndajnë një mendim tjetër.
“Institucionet shtetërore thonë se në gjashtë muajt e parë të këtij viti kanë ardhur 1.7 milion turistë, ndërkohë që popullsia e Kosovës është 1.6 milion banorë. Nuk mund t’i llogarisësh si turistë, sepse duhen ndarë udhëtarë, turistë, vizitorë...”, thotë Maçi.
Vathi, në anën tjetër, pret të ketë rritje të numrit të kosovarëve që do të hyjnë në Shqipëri, por turistët, sipas tij, do të mbeten në nivelet e një viti më parë ose më pak.
“Numri i kosovarëve, nëse do t’i qëndrojmë kësaj metodologjie, do të ketë rritje, për shkak se liberalizmi i vizave [për Kosovën] dhe çmimet e ulëta që ofron Aeroporti i Rinasit përmes linjave ‘low cost’, u japin atyre mundësi të kalojnë përmes territorit tonë, për të shkuar në destinacionet që zgjedhin”, thotë Vathi.
"So, we will have more Kosovar travelers, but I cannot say the same for the number of Kosovar tourists", he emphasizes.
During the year 2023, Albania registered a record number of tourists - of 10.1 million.
For a report by Radio Free Europe on June 23, Mehdi Olluri from Lipjan in Kosovo, who had chosen Shengjin in Albania to rest, said that compared to a year ago, the prices are higher.
"There is an increase in [prices of] food in stores, in restaurants, and also housing is more expensive than in years," he said. / REL
