Former member of the US House of Representatives, Joseph DioGuardi, has sent a letter to the Speaker of Parliament Lindita Nikolla asking her to respect the constitutional duty and start the procedures for overturning the signed contract.

In the letter to Nicholas, DioGuardi raises questions about the preservation and integrity of Butrint National Park, and whether or not the Albanian-American Development Foundation (AADF) is acting in violation of US government policies on national management.

DioGuardi, on the other hand, takes the example of managing national parks in America, emphasizing that neither private foundations nor partners intervene.

"I think these developments raise serious questions about the preservation and integrity of Butrint, but also if a US-based entity, such as the Albanian-American Development Foundation, operates in Albania in violation of clear and well-defined policies. of the U.S. government regarding the management of national parks.

Indeed, you may be aware that our highly regarded parks in America are managed exclusively by the National Park Service, an agency within the U.S. Department of State. Their management does not include private foundations, public-private partnerships, or any new or "hybrid" model. Why, then, is the Albanian Government, under the auspices and influence of the Albanian-American Development Foundation, so concerned and ready to experiment with a new model of "hybrid" management or public-private partnership? I intend to address these issues. "I set up with the right agencies in the US Government, as well as with my friends in the US Congress," DioGuardi wrote in the letter.

The former member of the House of Representatives casts doubt that Albania has enough resources to manage Butrint itself, and not to hand it over to a foreign foundation.

"Finally, Albania this year celebrates the 110th anniversary of Independence. Does anyone believe that Albania does not have the capacity and resources to manage Butrint itself, but instead is willing to hand over management to a private foundation, inspired, created and controlled by a foreign entity? , such as the Albanian-American Development Foundation?

Therefore, I respectfully suggest you: To exercise your constitutional obligation and start without wasting time parliamentary procedures to repeal the legal path created by articles 171-173 of the Law on Cultural Heritage 27/2018 of Albania " , writes DioGuardi.
