1990-2022 / Cases when the DP was led by interim presidents

After the resignation of Lulzim Basha, the DP is being led by Enkelejd Alibeaj, commanding chairman, but who has not received the vote of the National Council. According to the PD statute, article 46, the leadership of the party until the election of the new chairman is taken by one of the deputy chairmen of the PD.

But this is not the first time the DP has been run by an interim chairman. There are three such cases in the 32-year history of this party. The Institute of Political Studies has brought to attention the cases of temporary leadership in the DP until a National Assembly with legitimacy for full-term elections.

The first case 1991: In December 1990, the Democratic Party was formed with an Initiating Commission headed by Azem Hajdari. On February 14, 1991, after heated debates in the Commission and the gathering of the national asset, the election of Sali Berisha as interim chairman of the Steering Committee was agreed. Only in September 1991 would the regular National Assembly be held where Berisha was elected chairman with a full mandate.

The second case 1995: After the dismissal of the chairman Eduard Selami at the extraordinary conference on March 5, 1995, the leadership of the Democratic Party was entrusted to the other leading team in the party, the General Secretary Tritan Shehu and the two vice-chairmen. This interim direction lasted until April 1996, when Shehu ran for the National Assembly and was confirmed as a full-time chairman.

The third case 1997: A year after being elected president and only a few days after losing the 1997 parliamentary elections, Tritan Shehu resigned, passing the interim leadership of the PD to an ad-hoc structure of 27-29 members. headed by Secretary General Genc Pollo. In September, the next National Assembly was held, where Berisha was elected chairman for a full term.

During different periods of time there have been other moments when the position of chairman has remained vacant and with the status should be transferred to the Secretary General. Such is the case in 2013 when Berisha resigned, but he formally exercised the function of chairman until the election of a new chairman, despite the fact that this responsibility should have been exercised by Secretary General Ridvan Bode. Even in 2017 and 2021, President Basha, who was officially told that he was promoting the functions of chairman in the party's election race, would have to leave the headquarters to pass the real direction to the Secretary General and through him, a by vice presidents.
