Balliu: SPAK should investigate Edi Rama, no tower is built without his

The Democratic Party has raised concerns about the construction sector in the country, which according to the blue headquarters has turned into a giant washing machine for laundering billions of euros generated by drug cartels.

In a statement to the media from the Presidency of the Parliament, DP MP Klevis Balliu leveled accusations at the government, holding the prime minister primarily responsible for allowing and favoring this criminal scheme that is severely deforming the country's economy.

From data published by important international reports, such as DASH 2025 and the "Global Initiative", Balliu said that the figures are alarming, with around 1.6 billion euros believed to have been channeled into real estate in the period 2017-2019 alone.

This situation, according to him, has led to the emergence of thousands of empty apartments in the capital and an artificial increase in prices, leaving the most serious social consequence: the "homeless generation."

Balliu also had a direct call for SPAK to not only crack down on grassroots traffickers, but to investigate the political chain of command.

“This alliance between power and crime generated staggering profits for drug cartels, creating a fundamental problem: where would the billions gained from criminal activity end up? The answer was construction. The Democratic Party has for years denounced the use of the construction sector and tourist resorts as the main mechanism for laundering drug money. We have not spoken in innuendo. We have denounced by name and surname the criminal organizations, companies and individuals associated with this scheme, while many others were silent and continue to be silent today. A few weeks ago, on behalf of the opposition, I requested an interpellation with Prime Minister Edi Rama on the issue of money laundering in the towers and in the construction sector as a whole. This request was rejected, denying the transparency and accountability required by the Constitution.

Not only that, but Edi Rama chose to attack the opposition and our denunciations, claiming that they were damaging the image of the construction sector. The refusal of accountability did not stop there. In my capacity as Deputy Chairman of the Committee on National Security, I also requested the holding of a hearing with Prime Minister Edi Rama, to provide explanations on the laundering of drug money in the construction sector and on the role of state institutions in this phenomenon. This request was also rejected. Edi Rama chose not to appear before the parliamentary committee, avoiding his obligation to be accountable and hiding from questions that require answers. This is not simply a lack of respect for the Assembly, this is a fear of the facts.

Hetimet e fundit të SPAK kanë nxjerrë në pah qindra miliona euro që dyshohet se janë pastruar përmes sektorit të ndërtimit dhe investimeve në pasuri të paluajtshme, duke vërtetuar pikërisht atë që Partia Demokratike ka denoncuar prej vitesh. Raportet ndërkombëtare janë po aq të qarta. Raporti i DASH 2025 identifikon sektorin e ndërtimit si një nga mekanizmat kryesorë të përdorur nga rrjetet kriminale shqiptare për pastrimin e parave. Raporti i Global Initiative Against Transnational Organized Crime vlerëson se rreth 1.6 miliardë euro, para të pista, janë kanalizuar në pasuri të paluajtshme gjatë viteve 2017-2019. 59% e kompanive që kanë marrë leje për ndërtesa mbi 6 kate nuk dispononin kapacitetet financiare të nevojshme për realizimin e projekteve. Vetëm rreth 22% e aktivitetit të ndërtimit në vitin 2024 rezulton të jetë financuar nga sistemi bankar.

Në Tiranë ekzistojnë djerrina, mijëra apartamente të pabanuara, ndërsa ndërtimi vazhdon në ritme rekord duke treguar se ky sektor nuk po udhëhiqet nga kërkesa reale e tregut, por nga interesat e krimit të organizuar. Kjo skemë ka prodhuar pasoja katastrofike për vendin. Ajo ka fuqizuar krimin e organizuar, ka deformuar ekonominë, ka shkatërruar konkurrencën e ndershme, ka rritur artificialisht çmimet e banesave dhe ka krijuar atë që sot quhet me të drejtë: brezi pa shtëpi, ku mijëra të rinj shqiptarë nuk kanë asnjë mundësi të blejnë një banesë në vendin e tyre. Pikërisht për këtë arsye çdo hetim serioz duhet të shkojë deri tek përgjegjësit politikë. Është e pamundur të flitet për kulla shumëkatëshe, komplekse turistike dhe projekte gjigante ndërtimi, pa folur për rolin e Këshillit Kombëtar të Territorit dhe të atij të organit të kryesuar nga Kryeministri Edi Rama. Asnjë kullë, asnjë resort strategjik dhe asnjë projekt i përmasave të mëdha nuk mund të ndërtohet pa lejet dhe vendimmarrjet që burojnë nga institucionet e drejtuara prej vetë Edi Ramës.

Prandaj, mosmarrja në pyetje e Edi Ramës përbën një mangësi të rëndë në çdo hetim mbi pastrimin e parave në ndërtim. Nëse hetohen trafikantët dhe biznesmenët, por nuk hetohet njeriu që ka drejtuar institucionin që ka miratuar këto projekte, atëherë lind e drejta legjitime për të pyetur nëse synimi është zbulimi i së vërtetës apo kufizimi i hetimit larg përgjegjësisë politike. Askush nuk mund të pastrojë qindra miliona euro në kulla shumëkatëshe pa lejen e ndërtimit. Askush nuk mund të ndërtojë projekte strategjike pa miratimin përkatës. Askush nuk mund të përfitojë nga kjo skemë pa mbrojtje politike. Për këtë arsye, çdo hetim që ndalet tek trafikantët dhe nuk arrin tek vendimmarrësit politikë, është një hetim i paplotë.

 

Edi Rama cannot appear as a spectator in a process where he has been the main decision-maker. He cannot hide behind his subordinates. He cannot endlessly reject parliamentary interpellations, hearings and demands for transparency, while the facts are emerging one after another. The Democratic Party has been and remains the only political force that has consistently raised this alarm. We have denounced drug cartels, money laundering in construction, market distortion and the links between power and crime, at a time when many others chose silence and continue to remain silent. Today we call on law enforcement institutions not to stop at the last links of the chain. Albania does not need a media spectacle, but for complete justice.

Not only the traffickers and economic beneficiaries must be investigated, but also the political officials who have created the conditions for this gigantic money laundering scheme. The time for silence is over. The time for responsibility has come and responsibility begins at the top of the power pyramid. If SPAK wants to uncover the truth, it must follow the evidence to the end. And the end of this chain is not simply and only with the traffickers. The end of this chain leads to the political firm that has allowed the protection and promoted the construction model, which today turns out to be a powerful money laundering machine, as is being proven more and more every day. For this reason, Edi Rama must be questioned and investigated. Therefore, I invite citizens to support the protest of the young men and women that Edi Rama and his cartels have left homeless, to continue supporting these courageous protesters until the resignation and final departure of Edi Rama.”
