The leader of the Democratic Party, Sali Berisha, has leveled accusations against the government regarding the creation and operation of the Albanian Digital Solutions (ADS) company, describing it as a mechanism that, according to him, paves the way for the use of public funds outside of tendering procedures.

In a statement to the media, Berisha stated that the establishment of this company is related to legal changes in the field of information technology services and systems, which according to him give wide scope for AKSHI's cooperation with state-owned companies or companies where the state owns the majority of the shares.

Berisha said that through these changes and the way ADS is organized, state capital can be channeled to private entities without going through open procurement procedures.

Berisha: AKSH can cooperate with joint-stock companies where the state owns at least 51 percent of the shares and transfer to them the administration of ICT systems, platforms or infrastructure or entrust them with development and operations from the beginning. In any case, the powers remain with AKSH.
