The DP-Alliance for a Greater Albania has appealed to the KAS of the first district of Kukës regarding the results of the May 11 elections.

The DP has opposed the CEC's approval of the results for this district, as there are accusations of vote buying, alienation of diaspora votes, or manipulation in favor of the majority, even though in this district the DP won and received two mandates, while the SP received 1 mandate.

" All the facts, indications and evidence at our disposal clearly and irrefutably prove that we are dealing with serious violations of the provisions of the Electoral Code:
The problems of the elections in the Kukës region, including the districts of Kukës, Tropojë and Has, are deeply linked to geographical isolation, structural poverty and mismanagement of public resources.

In the context of the elections of 11 May 2025, these problems were reflected and exacerbated by the political use of state administration, voter intimidation and interference by criminal interest groups. The OSCE-ODIHR international election observation report, dated 12 May 2025 (copy attached) explicitly mentions that the use of administrative resources by the ruling party created an unfair advantage and significantly influenced the outcome of the elections.

In Kukes, this has translated into pressure on civil servants, the activation of patronage structures and even intimidation of opposition voters, according to the OSCE-ODIHR Report. This climate of pressure and manipulation contradicts every democratic standard and has produced an atmosphere where electoral farce takes the place of real competition.

In areas like Tropoja and Hasi, where poverty is widespread and opportunities for economic development are reduced, winning votes through promises of economic aid or the blackmail of state employment is even easier to accomplish.

"In essence, Kukes, Tropoja and Hasi represent a clear picture of democratic fragility in Albania.
Inequality in competition, institutional capture, instrumentalization of poverty and lack of real representation create a vicious cycle where citizens feel unrepresented, unprotected and repeatedly abused ," the complaint states.
