Tirana Lake Park, a campaign center for Noizy. The signatory is silent

Tirana Lake Park, a campaign center for Noizy. The signatory is silent

On April 30, 2025, a few days before the elections, the Secretary General of the Legal Directorate of Assets and Licensing in the Municipality of Tirana, Jonida Halili, signed under the camouflage of the law "on the use of public space" the permit for granting about 43,000 m2 in the Great Park of the Artificial Lake of Tirana. The flattening of the space, the excavation by removing grass, bushes and trees, are the focus of the work that has started for several days in the park, and this environmental massacre in the middle of the only remaining lung in Tirana is being carried out, because on May 31, Noizy will organize a concert with foreign DJs, where thousands of electronic music fans will participate. All this environmental massacre is being done at the expense of the citizens of Tirana, just to please Rigels Rajku, who apparently is not satisfied with the large squares that the capital has, but loves nature, despite the damage that will be caused to it, repeating history in the same way as the famous Sunny Hill of Dukagjin Lipa, the father of Dua Lipa, who was welcomed as a national hero by the then mayor Erion Veliaj, who is now imprisoned by order of SPAK.

If a simple observation is made on Google Earth, in the update of April 9, 2022, the area we are talking about was completely forested, but in the update of October 21, 2022, two months after the Dua Lipa concert, it is noted that the area has lost its green color. In the update of October 7, 2023, a small change is noted in the return of the area to the initial situation, as well as in April 2024, while today, we are in conditions where even those trees planted after the Dua Lipa concert with the taxes of the citizens of Tirana, have been uprooted to make way for gravel and gravel, excavators, trucks, and rollers. Currently, the green area in the Great Lake Park of Tirana has turned into a workshop for heavy vehicles, filled with construction materials to prepare the terrain for the assembly of scaffolding, eroding its sides, damaging the surrounding flora and fauna.

"The damage is evident. In such a large area, it is calculated to be equivalent to 100 thousand residents in Tirana being deprived of green space. This should not have happened, this space should have been destroyed. This park should have been preserved in the best possible way. I do not see it possible to return it to its original state. If the raspak and fadromas are engaged again, to remove this entire layer, the land can be revitalized for 1 year, but if it remains like this, it will take many more years to return to the way it was," says environmentalist Lavdosh Feruni, for whom the preparation of this terrain may have other behind-the-scenes reasons.
"I see that this paving that has been done here is for a long-term purpose, perhaps to turn this territory into a territory of the urban area and to exclude it from the Lake Park area. Maybe someone has thought of something, some strategic investor should do something here. Let them have the concert, there are squares full of Tirana for such concerts without destroying the park," he says.

The intervention with heavy vehicles in the middle of the Lake Park has also worried the citizens of Tirana, many of whom use this space for peace and fresh air.
"Waaaah, terrible! I don't like it. There is no need to interfere with nature to do this. Destruction, that is. 100% unfair. This is a flower garden, a park, greenery. I don't understand why there is a need for a concert to completely ruin the greenery. How was this place not fixed right away? It's very bad. Large population, concrete everywhere. Some trees were planted here, now they have been uprooted again. I don't agree with a single inch of gravel here. Those others who make these decisions should reflect."

And since we are on the subject of reflection and decision-makers, “Piranhas” requested information from the Municipality of Tirana, regarding the active status of the Lake Park, its boundaries, the legality of interventions and constructions in this park, the possibility of pollution from the presence of thousands of people who will participate in the concert and the possible damage that could be caused. Also, with a second letter, they inquired about a possible study with experts and environmentalists, the damages or recoveries, investments, contractors, benefits, but as is almost always the case with the Municipality of Tirana and the subordinate directorates, they did not provide any answer.

Therefore, to learn more about why such a permit was granted for the quarry, resulting in the destruction of the environment and without any consultation with citizens or experts, "Piranjat" decided to ask the signatory herself, but she remained silent, while the diligent guard of the Municipality did his duty and Ms. Halili left without giving any explanation. "Piranjat" journalist, Freard Rista, had a second communication with Ms. Jonida Halili, but she remained silent again, while this time the gendarmes started practicing Greco-Roman wrestling with the journalist.
