The leader of the Democratic Party, Sali Berisha, has accused the government of creating a new structure in the field of technology, Albanian Digital Solutions (ADS), which he describes as a mechanism for mismanagement of public funds and favoring interests linked to the government.

In a statement to the media, Berisha said that the ADS was established without a clear decision of the Council of Ministers, which, according to him, should have defined the functions, competencies and manner of control of this institution. He claimed that the lack of a complete legal framework creates space for abuse of public funds.

Berisha linked the creation of this structure to the National Agency for the Information Society (AKSHI), describing it as part of a centralized procurement system in the IT field. According to him, public funds are being channeled to certain companies, without sufficient control and transparency mechanisms.

Berisha: I am here today to denounce to the Albanians the new private kindergarten, the gold mine of the Rama family or AKSHI with a new name, Albanian Digital Solutions. The entire IT mafia has the word solutions in the name of the company. All the companies, with solution, are about 35 companies. For the establishment of ADS, Edi Rama's gold mine, there is no decision of the Council of Ministers, which would clearly reflect the competencies of this institution.

It is a way found to channel funds towards the dairy companies or the brother-in-law of Linda of Surrel without any control mechanism as in the case of the KAYO company of the famous KAYO, only here the scandal seems to deepen much more. As we said above, for ADS there is no law and government decision that determines its activity. Everything is left in the hands of its main shareholder, AKSHI of the famous Linda.

The only VKM for this purpose is the one dated May 20, 2026, which speaks of the approval of a fund of 7 million euros in favor of ADS. This decision came about 15 days after the registration of the state-owned company with the Central Bank. So, what is striking is this: the VKM does not define the object of activity. It does not create the company itself. It does not approve the statute. It does not define the competencies. It does not explain the relationship with the National Agency for the Protection of the Rights of Persons with Disabilities.
