Freedom Party MP Erisa Xhixho requested clarifications in Parliament from the Minister of Education, Mirela Kumbaro, regarding a decision of the Council of Ministers dated June 26, 2024, which, according to her, has led to unequal financial treatment for teachers.

Xixho stated that amounts were withheld from teachers' salaries for a period of 1 and a half years and that these have not been reimbursed, linking this to the economic situation and price increases.

"There are 11,172 teaching staff. The government's decision dated June 26, 2024 unjustly took away from teachers 20-60 thousand old lekë in me, withholding from their salaries for 1 and a half years, not only did they not increase their salaries, but they flagrantly took away up to 1 million. Not only was there no apology, but even the draft law that was intended to correct this injustice was half-baked. Today, teachers are facing an economic crisis at the same time, prices have increased by 50%. The price of oil has also increased, we are talking about survival things. Do you intend to return the money you took from teachers for your shame? Today you must return 1 million old lekë to every teacher," said Xhixho.

Minister Kumbaro responded by referring to the legal changes approved in March, which according to her have addressed this issue and established equal treatment for a certain category of employees.

"From this hall, I have answered the questions that were part of this parliamentary sequence. As a minister and we as a majority, we have not responded to the issues with rhetoric, but with concrete decisions. These have been resolved since the beginning of March when we approved the changes to the law on pre-university armament. The changes were related to the financial treatment for the category of teachers. This concerns those who were employed before March 1, 2017 full-time and without a term, which due to the duration of the study program were not equivalent to 8 semesters according to the legal framework in force. The organization itself has been different. I want to say that through the legal change, there are 6761 educational employees who benefit from equal treatment today, putting an end to an unfair gap. Not only did we increase salaries, but then we also took responsibility for the fact that this increase highlighted. It was not done earlier than it was resolved, it is not done with statements, but with sustainable legal processes," said Kumbaro.

In response, Xhixho also raised the issue of the validity of diplomas for teachers graduated before 2011, linking this to licensing requirements and additional costs.

"You come here and say that you have done heroism. The minister is not responsible because Edi Rama gives the orders. Teachers are facing another problem, what happens to teachers today, after 15 years in the system, today the government tells them that those who graduated before 2011 must be licensed. They are denied 15 years of experience, and the costs are also increasing. Just registering for this exam costs 100 thousand old lek. To get the card, they will pay 200 thousand lek. They are also required to have a master's degree in order to fill the universities that are empty. If according to you they are incompetent, aren't you in violation of the law that you have kept them? Instead of finding a solution, you create artifice to make their lives difficult. Instead of increasing their salaries, you do nothing but increase their costs", said Xhixho.
