EC 'slaps' Albania for two government initiatives, Politiko experts: Negotiations are at serious risk

The European Commission has again drawn up a 'gloomy' progress report for Albania, highlighting a number of problems that hinder the country's progress towards EU integration.

In this annual report from Brussels, a series of concerns that contradict EU norms are listed, such as the government's initiative for fiscal amnesty, attempts to offer "golden passports" to foreign citizens, the fight against corruption, the risk of suspension of visas, steps back in freedom of expression, etc.

Politiko asked experts about some of the points of the report on how these conclusions affect a country that aspires to become a member of the EU.

Golden passports jeopardize negotiations

" Albania must abandon the development of an investor citizenship scheme (golden passports) as it would present risks, in terms of security, money laundering, tax evasion, financing of terrorism, corruption and infiltration of organized crime and it would be incompatible with EU norms" , the EC report states, among other things.

The legal expert, Ervin Karamuço, in a reaction to Politiko, said that the approval of the initiative to grant citizenship to foreign investors would endanger Albania's EU membership negotiations. Karamuço cites the example of Malta, which did not take immediate action after the European Commission's warning and faced sanctions.

"The implementation of the new government project for the so-called "Golden Passports" has as its main argument the attraction of foreign businessmen, who, in exchange for significant investments in our country, are recognized with Albanian citizenship, being provided with a passport with procedures accelerated. In this case, the foreign investors will not be Western, but with citizenship from other countries, which still consider free movement in the Schengen area a luxury.

 Previous initiatives from European Union countries have already failed, quickly closing down. Bulgaria and Cyprus canceled the adoption of the law that recognized this opportunity for foreign investors. Meanwhile, Malta, which delayed reacting with immediate measures, which have already been implemented, faced a fine from the European Commission.

Amnistia fiskale

Po ashtu, Shqipëria paralajmërohet dhe sa i përket nismës tjetër të qeverisë për amnistinë fiskale. Asaj i kujtohet se është “në listën gri” sa i takon luftës kundër financimit të terrorizmit dhe kundër pastrimit të parave, e për këtë arsye “duhet të zbatojë elementët e mbetur të planit të veprimit të Task Forcës së Veprimit Financiar. Miratimi i një amnistie tatimore dhe penale kundër këshillave të BE-së dhe Moneyval-it, mund të rrezikojë përparimin në këtë fushë, thuhet në raport.  

Eksperti i ekonomisë Arben Malaj thekson për Politiko se kritikat e Komisionit Evropian duhen dëgjuar dhe respektuar, pasi sipas tij Shqipëria ka prioritet kombëtar integrimin evropian dhe moszbatimi i këtyre pikave do të ndikonte në këtë proces.  

“Nisja e negociatave, përparimi ne këtë proces, eliminimi i çdo pengese dhe vonese duhet te jete prioriteti i Shqipërisë. Dy kritikat konkrete nga BE, FMN, BB dhe institucione te tjera, paralajmërimet për risqet për pastrimin e  parave kriminale deri tek financimi i terrorizmit - duhen dëgjuar dhe respektuar. Shuma e  parave qe shpresohen nga këto dy iniciativa nuk do jene aq te mëdha sa përfitimet direkte dhe indirekte nga reformat strukturore dhe nga akseset ne politikat, projektet dhe financimet nga BE dhe donatoret e tjerë bilateral dhe multilateral.

Albania is a sovereign country, but its national priority is European integration. This process is essentially a gradual surrender of sovereignty. This imposes permanent efficient cooperation. I hope that the government respects the risk analysis and the warnings that the fiscal amnesty and "golden passaport" can bring to the integration process" , said Malaj.
