Registration of DP in the elections, what is hidden behind the 48-hour deadline of Celibas against Alibeaj's side

The Central Election Commission gave 48 hours to complete the documentation for the representative of the delegated leader of the Democratic Party, Enkelejd Alibeaj, to register in the local elections of May 14 under the name of the subject Democratic Party.

The head of the CEC, Ilirjan Celibashi, left this deadline to clarify the authorization issue, since according to the court documents, it turns out that the president of the DP is still Lulzim Basha, although the latter resigned a year ago.

According to him, the request submitted by Alibeaj is based on the law on political parties and on the records of the Tirana court, where according to the law the party is represented by its chairman. He further clarified that the solemn declarations must be signed by the chairman of the party, that is, Lulzim Basha in this case, and not by the delegated leader, Enkelejd Alibeaj.

This request of the CEC automatically raises the question of whether Lulzim Basha 'relinquishes' his resignation, to return as DP chairman?

The documentation file of this political force also includes a "declaration of the solemn commitment of the head of the political party", which turns out to have been signed by Enkelejd Alibeajt.

Ish-kreu i KQZ-së, Kristaq Kume tha sot në Neës24 se ligji parashikon se ‘nëse nuk do të depozitohet kjo deklaratë e firmosur nga Basha, vendimi i KQZ-së do të jetë që të mos regjistrojë në zgjedhje PD-së”.

“Nuk e di se çfarë do të bëjë Basha, por di të them që është kërkesë e ligjit që kuptohet: Nëse nuk do të depozitohet kjo deklaratë e firmosur nga Basha, vendimi i Celibashi do të jetë që të mos regjistrojë në zgjedhje PD. Këto duhen bërë brenda këtyre 5-6 ditëve”, tha Kume.

Nga ana tjetër, deputeti Gazment Bardhi konfirmoi në një reagim në Tëitter se dokumentacionin është i plotë dhe se nuk do të çojnë asnjë shtesë, pavarësisht kërkesës së KQZ.

“PD ka dorëzuar dokumentacionin e plotë ligjor për regjistrim. Deklaratat e sotme politike të KQZ nuk kanë asnjë lidhje me ligjin, por janë formalizim i një vullneti politik ekstraligjor. Nuk do të ketë asnjë plotësim dokumentacioni sa kohë ai është dorëzuar i plotë!”, shkroi ai.

Basha has delegated the leading functions of the party to the chairman of the parliamentary group Enkelejd Alibeaj, while the two parties have held congresses to own the representation of the party, documents which are now still in court. 

We remind you that a few days ago, the Appeal returned for a retrial in the first instance the issue of the representation of the Democratic Party, overturning the previous decision, which recognized the former Prime Minister Berisha as the leader of this party.
