The incinerator of Elbasan wants to buy 525 thousand euros of machinery: We are a new company, we don't have the tools

The company that manages the incinerator of Elbasan, ECO Elb, has presented its need for heavy equipment in the function of the urban waste management service.

A recent procurement procedure opened by this company has the object of the contract precisely this "Service-Management of urban waste in landfill (heavy machinery)" with a limit fund of about 55 million alleks or 525 thousand euros.

In the documents that have been made available by the company, it is underlined that the tools can be for sale or lease, as the contract will be with a term of 12 months from the date of connection.

In the form section of the terms of reference, the company presents what its concrete needs are and the reason why these tools are not available, arguing that ECO Elb is a new company.

"During the analysis of the work processes of the incinerator and the landfill, it was established that the following tools are needed for their operation process:

By means of the excavator, the waste will be loaded into the conveyor to undergo the selection process.

The loading of organic and inert waste generated by the selection process will be carried out by means of the landfill.

By means of the truck, organic and inert waste generated during the selection process will be transported, as well as ashes generated from the waste burning process.

The distribution of the waste that will be deposited in the landfill will be done by means of the chain bulldozer.

The company ECO-ELB sh.a. which performs the management of the Incinerator and Landfill, being a new company, does not own these necessary tools for the operation of the incinerator and landfill, therefore it is necessary that this service be covered by a service contract from a third party," the document states.

Eco Elb is a company created on 18.11.2021 and has as its object the activity "Collection, rehabilitation and processing of various wastes, organic, solid, green, etc., in the administrative territory of all the municipalities of Elbasan District. Treatment of waste by combustion (incinerator). The company inherited the Elbasan incinerator built by Albtech Energy which had a turnkey delivery contract for the waste incineration plant in Elbasan. In December 2021, the incinerator of Elbasan was seized, while punishments were given to a number of people connected to this project.
