The leader of the Democratic Party, Sali Berisha, in a communication with citizens on social networks, accused Prime Minister Edi Rama of being primarily responsible for what he called the "Zvërnec dossier", claiming that Albanian and international laws on environmental protection have been violated.

Berisha stated that Rama acted without transparency and in violation of legal procedures, by issuing not only the development permit, but also the construction permit for the project in Zvërnec in January of this year.

"Edi Rama has deceived companies and public opinion. He has issued construction permits for three blocks and is hiding these facts. According to the documents, the company has even requested the cancellation of the construction permits through a notary," Berisha said.

According to him, the government has ignored the obligations arising from the European integration process, failing to respect European Union directives on natural habitats and biodiversity protection.

The leader of the Democrats also accused Rama of amending the law on protected areas, calling this action “a serious environmental crime.” He said that the Democratic Party has opposed this change since the moment of its adoption and that the European Commission has requested the removal of the contested amendments.

Berisha also raised concerns about the judicial conflicts that, according to him, exist over properties in the area, emphasizing that the law prohibits the issuance of construction permits in such cases until the disputes are finally resolved.

In his statement, he accused the government of ignoring the local community and failing to conduct mandatory environmental assessments before approving the project.

Commenting on Prime Minister Rama's statements about the opposition protest, Berisha rejected claims that social networks or algorithms are the cause of civic discontent.

"Neither the algorithms, nor the influencers, nor the internet are to blame. The fault lies with Edi Rama, who considers Albania his fiefdom and makes decisions according to personal interests," Berisha declared.
