Opposition leader Sali Berisha has stated that in the case of the property linked to businessman Isa Aliu in the Vunoi and Jala areas, the seller's identification is missing, claiming that this indicates, according to him, an irregular scheme based on forgeries.

Berisha said that the property registration and valuation documentation has inaccuracies in terms of timing and procedures, while he leveled accusations against state cadastral institutions for the way they handled the file and issued ownership certificates.

Berisha : On September 9, 2024, the famous Isa Aliu, who is now sunbathing in Dubai, by decision of the assembly, where he is the only one, decided to transfer the assets of the company 'Aliu Road House' to the daughter company created just two months ago.
The three parcels of cadastral zone 3844 Vuno are transferred to the daughter company.
But there it is noted that the property was blocked, or there was a property restriction by the ASHK established on 21.07.2022 with the claim that it did not send the valuation report to this institution.
On the part of 'Aliu Road House', ASHK is requested to remove the property restrictions since it was not notified by the notary that the revaluation report and ownership certificate were needed for registration or revaluation.
Genuine fraud!
Attached to the letter is the valuation report for the three properties and ownership certificates.

But it seems that even here there are shortcomings that make you doubt a lot.
First, because the valuation report states that the request was made by the owner Isa Aliu in 2021 and the appraiser arrived in Vuno on September 12, where he estimated that this land owned by Isa Aliu from Elbasan had a value of between 3 and 1 thousand lekë, and surrounding owners were asked about this.

But there is something wrong with this report. This is because at the moment the valuation of a land divided into three adjacent plots was made, Aliu had not signed the purchase contract.
Listen, these people go and do a land valuation without a purchase.
The one who started these, the state that started these, did not have the purchase contract from Aliu. And of course, zero claims that this was the owner of the land.
The report bears the date of compilation September 15, 2021, while the purchase and sale contract bears the date of signing a week later, September 23, 2021.
So the valuation was made without a purchase and sale contract.
In practice, the seller requests the valuation, but the seller is anonymous. Because the seller is the head of Meduza. And not the buyer, and in this case the buyer requests the valuation.
And secondly, an individual who has not signed the purchase and sale contract cannot be the owner.
So Isa Aliu cannot be the owner.
Furthermore, three ownership certificates issued by the Vlora Cadastre on 28.12.2023, which were signed electronically by the famous Socialist Party, Ina Luçi, are attached.
Ina Luçi, if I am not mistaken, is also a relative, I will verify, of Hakmarre për Drejtësi.

This document does not exist in the certificate issued by the system. So, there is only the certificate and a topographic map that says nothing.
The ownership card or cards would be issued only 5 months later on 16.05.2024 with the signature of the sector director, Odise Seferaj.
But again, from what is noticeable is the fact that the name of the seller is not reflected in these cards.
Can you imagine a country that has purchased ownership cards, but the seller is ethereal. He is anonymous. He is the prime minister, that is all. That is all.
The method of obtaining the property with AMTP or a court decision is not reflected.
So, everything that a ownership card should contain, in which registration is then made, the card does not have.
All three ownership cards are identical. So the property data is given, the contract number, which only changes the last number, the date of the three on 23.09.2021 and the registration date on the same day 21.07.2022. So the day the property restriction that Isa Aliu made famous was made, but the three important sections are missing, such as the data of the preliminary registration, i.e. in whose name the property was previously registered and how it was obtained, the real rights and any other description of the property.
This is the pyramid state of forgery.
