Congratulations or announcement?

Early elections were held in Serbia at the end of 2023. The ODIHR found in its preliminary report that there was an unequal competition, with a favorable advantage for the ruling party through the use of public funds, voter intimidation, cases of vote buying, etc.

Similarly, after the May 11 general elections in Albania, the ODIHR made the same finding, emphasizing that there was an unequal competition, and listed almost the same violations as in Serbia.

Following the elections in Serbia, a State Department spokesperson emphasized: 'We welcome the opportunity to continue working with the incoming government of Serbia to strengthen democratic governance and the rule of law and advance regional stability.'

While after the elections in Albania, the American Embassy published the following statement: 'We congratulate the people of Albania on the parliamentary elections and look forward to continuing our close partnership with Albania.'

You can make out the similarities and differences yourself.

If in the case of Albania we are dealing more with an announcement than a congratulation, we will see this below.
