Farmers applying for the benefit of oil for agricultural works will face fewer bureaucratic barriers. The Ministry of Agriculture and Rural Development and the Ministry of Finance have approved amendments to Instruction No. 14, dated 28.3.2025, “On the criteria, procedures and method of administering the fund for the agriculture and rural development program for 2025”, simplifying the documentation that must be uploaded to the system during the application.

According to the changes published in the Official Gazette, the documents required depend on the status of ownership or use of the land, as well as its registration with the State Cadastre Agency (ASHK). The schemes are divided into four main situations:

If the applicant is the owner of the land in his/her name and has a certificate of ownership, he/she must submit: Certificate of Ownership, Property Card, Plot Indicative Map. For those who have the Land Acquisition Act (AMTP) in their name as representatives of the agricultural family, only the submission of the AMTP is required.

In the previous instruction for this category, farmers were required to also submit a fragment or sketch of the cadastral map or settlement plan certified by the Directorate of Land Administration (DAMT) or the Administrative Unit.

The amended instruction also stipulates that in cases where the applicant is a member of the family that has benefited from the land, he/she will continue to submit during the application process, in addition to the AMTP of the land, the certified fragment of the cadastral map, the family certificate (status as of 1.8.1991) and an agreement from the majority of family members for the applicant to use the land.

For cases where agricultural land is rented or leased: Lease or lease agreement, Legal document signed by the parties, Relevant land ownership documents.

These changes aim to speed up the oil benefit and reduce application costs for farmers who have often faced administrative delays. The application form is completed online via e-Albania. Applications for the oil benefit in agriculture, including the other 7 measures of the agricultural support schemes, will last until May 30, 2025./ Monitor
