The Albanian Investment Corporation (AIC) has recently quietly signed the contract for the development of a tower project on the land where the "Zyber Hallulli" Children's Home is currently located on Elbasani Street in Tirana.

The document obtained by Ekofin.al shows that on June 4, 2026, a contract was signed with the company "Motus" shpk, which was announced the winner in January of this year in the competition organized by AIC and the National Agency for Territorial Planning. According to the contract, the company offers 46% of the development area to the Corporation, while it will implement the multifunctional project on the public land of "Zyber Hallulli".

Behind the Motus company is the entrepreneur Idajet Ismailaj, whose name is linked to several other controversial construction projects. Ismailaj is also a shareholder in Alb-Star, the company known for building the “Arena Kombëtare” stadium and its accompanying tower, while another company, Finnman, again linked to Ismailaj, is building the Manastir resort, where the intensive construction development has sparked public debate about the concreting of one of the most unique coastal areas.

The contract comes about five months after the competition jury announced the winner of the project by Mexican studio Rojkind Arquitectos, engaged by Motus along with collaborators Asab, Son Engineering & Construction and architect Julian Kasharaj.

The January competition for the “Zyber Hallulli” site produced an unusual result. After about four hours of deliberation, the jury decided to divide the winners into two categories, arguing that none of the five finalist projects fully met all the required objectives.

The group led by Rojkind Arquitectos won the right to develop the commercial and residential part on the current orphanage site, while the group led by Taller Hector Barroso won the design of the new orphanage campus and inspectorate buildings to be built in the area of ​​the former German villas.

The winning project by Rojkind Arquitectos envisages the construction of three towers with heights of 20, 25 and 35 floors, connected by bridges and common spaces. Two of the towers will have a primarily residential function, while the project also envisages intensive use of the underground for parking lots.

The call opened by AIC in September 2025 envisaged that the private investor would finance the construction of the new campus of the "Zyber Hallulli" orphanage and the state inspectorate buildings, while in return it would receive the right to develop the existing land into a multifunctional tower complex.

At the end of the process, the winner was the group engaged by Motus, and now with the signing of the contract the project enters the implementation phase. This means that another public plot of land in one of the most expensive areas of Tirana will make way for a new development with three towers, radically changing the urban physiognomy of the entrance to Elbasani Street.

The signing of the contract was made without public announcements or special presentations by AIC, although it is a project with considerable urban and economic impact, affecting not only a social institution with a long history like "Zyber Hallulli", but also one of the most coveted plots of the real estate market in the capital.  /Ekofin.al
