The Democratic Party Parliamentary Group has addressed the Assembly with a request to hold an interpellation with the Minister of Health, Evis Sala, seeking clarification on the problems that are burdening the public healthcare system.

In the document filed with the Speaker of the Parliament, the Democrats argue that the health service in the country is suffering from a lack of organization and modernization, falling far short of the standards applied in European Union countries.

One of the main concerns raised is related to the digitalization of the system. According to the opposition, public hospitals and the "Mother Teresa" University Hospital Center continue to operate with outdated processes, while the lack of a unified electronic patient card creates difficulties in providing services and increases the possibility of errors during treatment.

REQUEST:

Dear Mr. Chairman,

In support of Article 80, point 1 of the Constitution of the Republic of Albania, as well as Article 97 of the Rules of Procedure of the Assembly, we request an urgent interpellation with the Minister of Health and Social Welfare on the real state of the public health system in Albania and the lack of a serious strategy for its modernization.

Today, Albanian citizens face every day a centralized, fragmented healthcare system that is far from European standards. The problems are not only related to a lack of investment, but also to a lack of organization, planning, and long-term vision.

Many public health services still lack the basic elements of a modern system: functional digital infrastructure, national clinical registries, coordination between hospitals, vital medicines, and equal patient access to services.

I. HOSPITAL DIGITAL INFRASTRUCTURE

In 2026, doctors and healthcare personnel at the University Hospital and regional hospitals continue to work with primitive digital infrastructure.

There is no functional national electronic medical record (EMR) system, creating total fragmentation of data between hospitals and family doctors.
