The State Cadastre Agency has begun the complete relocation of the processes and employees of the Vlora local directorate to Tirana, as part of a reorganization that, according to the institution, aims to increase efficiency and unify work practices.

However, this shift is raising concerns about citizen access and the actual functioning of services on the ground.

ASK argues that all applications are made online through the e-Albania portal and that documentation is handled electronically, while physical materials are sent via Albanian Post.

The criticisms are related to the fact that the removal of the directorates from the territory risks creating delays, lack of communication, and additional difficulties for citizens, especially for those who do not have full access to digital services.

REACTION:

The State Cadastral Agency continues its work to improve services to citizens, through the simplification and facilitation of internal institutional processes. For some time now, cadastral processes for several local directorates have been localized in Tirana, as part of an organizational model that aims to optimize human resources and administrative processes.

All applications are made online through the e-Albania portal and the relevant services are also provided electronically, directly in the profile of the applicant citizen. Also, the documentation necessary for the processing of the application, in addition to being uploaded to the electronic system, is sent through the Albanian Post to the local directorate, regardless of its location, to be administered and attached to the application completed in a regular and standardized manner.

The process of transferring local directorates to Tirana began in 2021 with the transfer of Durrës and Krujë, to be continued with other directorates such as Shkodër, Kavajë, Kamëz-Vorë, and Vlorë. In the context of increasing the efficiency and good administration of the processes foreseen by the legislation in force, the remaining part of the employees in the city of Vlorë is also being relocated to Tirana. This reorganization aims to accelerate the treatment and unify work practices.

Thanks to digitalization and the use of advanced systems, a lawyer can process all legal documentation and a cartographer can perform cartographic reflections in the relevant systems, without being physically present in the territory where the property or the applicant is located. We assure the residents of Vlora that we are committed to improving the quality of cadastral services, to increasing the pace of legalization of informal constructions, and to completing the Initial Registration process in the remaining areas throughout the Vlora region.
