BIRN: The new changes in the cabinet strengthen the 'cult of Rama' in government

In a scene that resembled a "deja vu" of a year ago, Prime Minister Edi Rama succeeded on Sunday to surprise once again with the changes in his government cabinet, where three young ministers with no experience are expected to sit in key positions political and almost unknown to the public.
At the end of a long speech before the Congress of the Socialist Party, Rama announced without explanation that he had decided to remove the Minister of the Interior, Taulant Balla, the Minister of Defense, Niko Peleshi and the Minister of Finance and Economy, Ervin Mete.
Balla, an early functionary of the Socialist Party, will replace Elisa Spiropali in the non-portfolio ministry of Relations with the Parliament, after the promotion of the latter as Speaker of the Assembly.
Peleshi will lead the parliamentary group of the Socialist Party, while Mete left the Ministry of Finance less than a year after his appointment.
The three new ministers were selected by Rama from the second levels of government.
Ervin Hoxha, 46 years old, will ascend to the head of the Ministry of Interior in a political debut after a career as an official of the State Police and head of several other technical institutions, while the Ministry of Defense will be headed by Pirro Vengu, currently director of the Port of Durrës.
Meanwhile, Rama entrusted the Ministry of Finance to Petri Malaj, who was presented to the public for the first time in January of this year when he was appointed director of the National Agency of Natural Resources, AKBN.
The new names of the ministers together with Spiropali as the Speaker of the Assembly are expected to receive the approval of the Parliament in an extraordinary plenary session announced for Tuesday.
Such surprise cabinet appointments are becoming a norm for Prime Minister Edi Rama, at least since the end of his first term in 2017. But political observers and analysts see the new changes as a further sign of strengthening the "cult of the individual" at the head of the government and the Socialist Party.
"The choice for ministers of names that do not mean anything to the public and that journalists have to google to find out who they are, shows that the career system in the SP depends only on the will of the prime minister!" journalist Lutfi Dervishi told BIRN.
According to him, these appointments are not expected to bring any changes in these departments, since even before, "several appointments of ministers have resulted in fiascos".

Lideri i Partisë Socialiste, Edi Rama ndodhet në fund të mandatit të tij të tretë qeverisës dhe në kërkim të një mandati të katërt të paprecedentë në zgjedhjet e vitit të ardhshëm. Ndryshimet e shpeshta të Ramës në kabinetin e tij janë diktuar shpeshherë nga këto skandale, por janë parë gjerësisht si një makiazh më tepër sesa ndryshime për përmirësimin e qeverisjes.
Ndryshe nga herët e tjera, emërimet e fundit interpretohen si një tregues i autoritetit në rritje të Ramës si në parti, ashtu edhe në qeverisje.
Armand Shkullaku, analist politik dhe drejtues i medias kritike Lapsi.al i tha BIRN se mënyra se si Rama po i bën ndryshimet në qeveri apo në detyra të tjera të larta shtetërore ka rrëzuar parimet e demokracisë përfaqësuese në përgjithësi.
“Nuk janë gjë tjetër veçse manifestimi arrogant i kultit të individit që Edi Rama mëton tashmë t'ua bëjë të qartë të gjithëve,” tha Shkullaku.
“Nuk ka më rëndësi as karriera politike, përfaqësimi i qyetarëve, profili publik, por janë tekat dhe trillet e liderit ato që vendosin se çfarë dhe kë meritojnë qytetarët në qeverisje,” shtoi ai.
Shkullaku i përshkruan ministrat si “zara në një lojë tavlle”, që rrotullohen në varësi të humorit të kryeministrit, ndërsa eksperimentet e tij me emrat e rinj si një shfaqje të nënshtrimit dhe “poshtërimit që ai i ka bërë Partisë Socialiste”.
Irena Beqiraj, një konsulente financiare që shërbeu si zv.ministre dhe këshilltare në kabinetin e kryeministrit Edi Rama në vitet 2015-2017 beson gjithashtu se ndryshimet në qeveri janë shenjë e autoritarizmit të kryeministrit.
Beqiraj shtoi gjithashtu se ministrat e rinj janë emra pa asnjë rëndësi për publikun, por që i japin mundësinë Ramës që të shfaqet si “lider transformues” – ndonëse eksperimente të ngjashme në të shkuarën kanë kaluar sipas saj pa asnjë gjurmë në Partinë Socialiste.
“Ata nuk do të duhet të shohin asgjë tjetër veç dritë të ‘shkëlqyer' dhe do të duhet të bëjnë atë që u kërkohet,” tha Beqiraj, ndërsa shtoi se kur punët nuk shkojnë mirë, ata duhet të mbajnë gjithashtu edhe përgjegjësi personale.
Zgjedhjet e ardhshme
Ndryshimet e së dielës në kabinetin e kryeministrit Edi Rama nuk mund të shihen ndarazi nga zgjedhjet e vitit të ardhshëm, të cilat u paraprinë nga korrektime të Kodit Zgjedhor në marrëveshje me Partinë Demokratike të drejtuar nga ish-kryeministri Sali Berisha.
Në Kongresin e së dielës, Rama gjithsesi i tejkaloi këto zgjedhje dhe foli për vizionin e tij për Shqipërinë e vitit 2030.
Sipas Lutfi Dervishit, me ndryshimet në kabinetin qeveritar, Rama u çoi një mesazh vartësve të tij në parti.
“Ndryshimet e fundit në vitin zgjedhor i dërgojnë mesazhin deputetëve, ministrave dhe zyrtarëve të PS-së se fushata e ardhshme do të jetë e fushata e liderit,” tha Dervishi.
Beyond the political message, the changes in the two key portfolios of Rama's government are commented to have been motivated by practical reasons as well.
The Ministry of the Interior and the Ministry of Finance historically play an important role in election years for the management or financing of costly processes, where in the past there have been accusations of the involvement of persons with criminal records or the transfer of millions of euros for investments.
Shkullaku from Lapsi.al estimates that at least in these two ministries, the changes were made in order to win the next elections.
"Edi Rama needs to influence the free vote as always, and the Ministry of the Interior and the Ministry of Finance are very sensitive in this regard," he concluded. Reporter.al
