Denunciation: KAYO is violating classified information and is turning into a time mine for the country

The Democratic Party continued today its denunciation of the KAYO company. According to the elected MP, Kelvis Balliu, KAYO is violating classified information and is turning into a time mine for the country.

According to Balliu, one of the three companies set up by Veliu, Guna Tactical, where he owns 51% of the shares and Emiljano Dusha's MSSC 49%, has taken as its object the supply of uniforms to all the country's security structures.

This activity, Balliu says, was made possible after a Decision of the Council of Ministers, signed by Deputy Prime Minister Belinda Balluku.

He emphasizes that one of the criteria of the VKM is that the state-owned company KAYO contributes to the new commercial entity with no less than 20 thousand m² of real estate.

Statement by the elected DP MP, Klevis Balliu:

The Democratic Party continues today with its denunciation of the dangerous affair that threatens national security: the weapons production project by the state-owned company KAYO, created by Edi Rama and directed by the infamous former Police Director, Ardi Veliu.

The government's KAYO company, with the dubious procedures undertaken to create several companies that are supposed to deal with the production and export of various needs of the security segments - from uniforms to weapons - is violating classified information as well as national security, by displaying in a very delicate process exponents who do not have the necessary certification.

The companies created by Ardi Veliu in the name of Edi Rama's government do not even meet the criteria set by Edi Rama. This happens because the criteria are mandatory to be set, but when the affair is with Edi Rama's blessing they are not obliged to be implemented, since today the primary interest is Edi Rama and not the national interest and the interest of Albanians.

One of the three companies created by Ardi Veliu, Guna Tactical, where he owns 51% of the shares and Emiljano Dusha's company MSSC owns 49%, has taken as its object the supply of uniforms for all the country's security structures - from the Armed Forces, to the State Police and emergency agencies.

This activity was made possible following a Decision of the Council of Ministers, signed by the Deputy Prime Minister and Minister of Energy and Infrastructure, Belinda Balluku. Specifically, the Council of Ministers Decision No. 291 sets out clear criteria for private companies that cooperate with KAYO, such as:

• The company "KAYO' sh.a. will negotiate and accept a participation of no less than 40% of the shares in the joint company, which it will create with a private company, which in the case of the company GUNA TACTICAL has been fulfilled since Kayo holds a full 51% of the shares.

• The company "KAYO' sh.a. will contribute to the new commercial entity with real estate, in the amount of no less than 20,000 (twenty thousand) m², which will be given to the joint company for use in one of the forms provided for by the Civil Code of the Republic of Albania, without the right of alienation. This also explains the forcible intervention and seizure of the premises of News24, which is known for the denunciations against Belinda Balluku, and now the Council of Ministers of Belinda Balluku is expelling them.

• The state-owned company "KAYO' sh.a., during the negotiation process, in any case, ensures from the entity with which it negotiates, at least:

a) an investment value of no less than 15 million euros over a period of 3 (three) years;

b) employment of no less than 400 (four hundred) employees in a period of 3 (three) years;

c) providing technological lines for the production of uniforms and other accessories, according to the operational needs of the Armed Forces of the Republic of Albania and other security structures;

ç) ensuring the distribution network of products in case of export.

These criteria seem unfulfilled, since GUNA TACTICAL's capital is only 35 thousand euros. How can it employ 400 citizens and with this budget how can it produce and export GUNA TACTICAL?

So, it is the very criteria set by the government that have been openly violated by Ardi Veliu and the power clientele. This affair is clear evidence of abuse and structured corruption, which not only enriches a handful of individuals linked to Edi Rama, but also seriously undermines the national security of our country.

The Democratic Party calls on justice institutions to intervene immediately and stop this dangerous project, which is being handed over to a man with known and verified connections to dark segments of society.

We have no illusions that the justice seized by Edi Rama will react, but the Democratic Party will do everything to do justice.

The Democratic Party will continue to denounce every affair of the Rama government, until the state capture is stopped and security and legality are restored for Albanian citizens.
