New names and evidence in the Durrës Eco Park affair, DP demands urgent investigation by SPAK

Anti-Corruption Spokesperson, Genta Vangjeli, stated that the Democratic Party has submitted a criminal complaint to SPAK against Prime Minister Edi Rama regarding the "Eco Park" corruption affair.

Vangjeli, in a statement to the media, announced that new facts have been added to the report that further implicate the prime minister.

According to Vangjeli, the documented actions point to a well-organized corrupt plan in collaboration with the incinerator company. The DP asks SPAK to investigate this matter in depth in the interest of transparency and accountability.

Statement by the Anti-Corruption Spokesperson in the Democratic Party, Genta Vangjeli:

On March 18, 2024, the Democratic Party reported to SPAK, Prime Minister Edi Rama and others for the Eco Park corruption affair.

The DP prepared an additional report with new facts about the same affair that further incriminate CM Edi Rama.

The chronology of events continued as follows:

Edi Rama, in collaboration with the Tirana incinerator concessionaire 'Integrated Energy bv SPV', 6 months before the tender procedure for the 'Closing of the existing EKO-Park Durrës solid waste disposal site' was opened, contracted Cassanova Hernandes as the designer for this investment in Porto Romano.

Then in October 2019, AKUM's director, Alqi Bllako, announced the tender worth 1.9 billion lek.

On December 2, 2019, the then Minister of Finance, Anila Denaj, wrote to AKUM requesting the cancellation of the procedure, with the justification that the funds would be used for the earthquake of November 26.

The cancellation of the procedure is published in the APP bulletin dated December 16 and on the same day, Edi Rama, in his capacity as Chairman of the Emergency Committee, orders that the inert remains of the earthquake be deposited in Porto-Romano and AKUM now reopens the tender for the construction of ECO PARK with an accelerated procedure.

On December 27, the contract was signed with the entities DE MARE srl and VICTORIA INVEST.

Meanwhile, a few days ago, an incriminating video was broadcast on SYRI TV, dated December 7, 2019, showing Prime Minister Edi Rama visiting the now-open construction site in Porto Romano where the deposition of earthquake waste had begun, and above all, in the video, Rama communicates with Elton Bualli, who is the director of the Tirana incinerator company.

Rama appears at this meeting ordering the incinerator employees to implement the works according to the project and insisting that ECO PARK be opened on June 1, 2021.

The political leader of the Durrës district, Mr. Oerd Bylykbashi, again asked SPAK to investigate the affair, considering the new facts.

The character Jesus Hernandez Mayor is one of the owners of the company Casanova Hernandez Architects, a branch of a foreign company also registered in Albania in 2018 with the main object of activity in the field of design, implementation, consultancy, construction and supervision of various works.

This company has completed a total of 21 very large projects in Albania and, according to spending data, has benefited 949 thousand euros so far.

One of these projects is the Durrës Eco Park.

The Democratic Party insists on its appeal to Spak to investigate the facts because Edi Rama himself is behind the corrupt affairs.
