How to design and manage an urban hell in Tirana?

In August 2023, I joined a group of artists in a walk around the territory of the Municipality of Tirana, along the so-called "Orbital Forest". The Orbital Forest, announced as "a natural limit to urban expansion", was one of the main propaganda points of the public sale of the General Local Plan of Tirana "TR030", drawn up in 2016 by Stefano Boeri, Italian architect and former candidate for mayor of Milan.

But even though we walked several days in a row around Tirana—from Kodra e Diellit to Linza, between the fields of Kashari, along the Tirana River and Farka Lake—we did not find any trace of this green area. What we saw from different points around the city: a thick layer of smoke, car fumes and dust from the constructions that suffocated the inhabitants of Tirana in the middle of an excruciatingly hot summer.

How can it happen that a city planned to be "sustainable", "accessible", "creative", "intelligent" and with "biodiversity" turns into a giant construction site in an almost permanent state of traffic jam?

To answer this question, we must go back to the time after the local elections of 2015, when the government of Edi Rama sought to implement the so-called "Territorial Reform", which included the drafting of general local plans for all the country's municipalities. International bidding procedures were opened for each municipality, including Tirana, where Erjon Veliaj had just been elected mayor. Although theoretically competitive, the winners of these tenders were mostly predetermined, as Stefano Boeri confirmed to me in a meeting at Hotel Rogener the morning before he presented his plan to the government tender commission. Boeri told me clearly and simply: "I was personally asked by Edi Rama to participate." We have a clear understanding that my studio will win".

Boeri successfully presented his vision for Tirana, which was co-designed with UNLAB and IND studios. After a series of failed public consultations, held in violation of many laws, the plan was approved by the Tirana City Council. Its implementation began immediately, in 2017.

The TR030 plan includes 13 strategic projects that will turn Tirana, within the year 2030, into a "European model for non-anthropocentric coexistence between people, animals and nature". It would take too much time to discuss each of the strategic projects individually, but they can generally be grouped into two broad categories. The first category summarizes projects that aim to increase green spaces, both inside and around the city, including the construction of the "Orbital Forest"; a second and a fourth ring, both green; of the "World Park"; and the three green corridors along the rivers. The second category includes projects whose main component is construction: five additional "transformation zones" (including the "natural oasis" of Farka) and a network of schools built through a public-private partnership.

Today we are in the middle of the third mandate of Mayor Veliaj and in the middle of the implementation period of the TR030 plan (2017-2030). Assessed against the objectives set out in the plan, the first set of strategic projects has completely failed, while the second set of projects has flourished beyond all imagination.

No trace of the Orbital Forest is found. Despite the annual photographs of Mayor Veliaj with a shovel in hand, the promised 2 million trees have not been planted. A report last year by the Supreme State Control (SCSC) concluded that the lack of budget, land and ownership has led to "a low level of implementation" of this objective. The green rings (second and fourth), which would create movement space for pedestrians, cyclists and a tram, have not been realized. Also, the World Park planned along the northern extension of Dëshmorët e Kombit Boulevard has not been realized either. Likewise, the natural corridors along the three rivers—Tirana, Lana, and Erzeni—are not created in any sense. On the contrary, KLSH concludes:

"The environment is rapidly degrading, a fact that is reflected in problems such as landslides, deterioration of water quality, air pollution, noise, waste management problems, etc.

The cause of this environmental disaster is "uncontrolled urban development". Only in October 2023, 12 new towers were approved in the center of Tirana. This brings us to the second set of strategic projects of the TR030 plan. Both the development of five new "transformation" areas (a total of 57 hectares) and the construction of a network of new public schools are based on the same principle: the expropriation of existing private assets and the privatization of public assets to build on them with through the public-private partnership scheme (also known as concessions).

Public-private partnerships are a costly and inefficient way of managing public investment, since they essentially subsidize private companies to take out bank loans at significantly higher interest rates than the government itself could borrow.

Përfitimi për qeverinë në këtë skemë është se “investimi” nuk llogaritet si borxh publik duke e mbajtur kështu artificialisht të ulët nivelin e borxhit publik, ndërsa përfitimi për privatin është se qeveria merr përsipër të gjitha rreziqet e investimit duke i lënë atij vetëm përfitimet.

Këto zona transformimi të përcaktuara në planin TR030 të Boerit, plotësuar me dhjetë “epiqendra dinamike” zhvillimi të riklasifikuara edhe ato si zona transformimi (të tilla si zona e Bllokut) janë bërë shtrati për shpërthimin masiv të ndërtimit në Tiranë.

Urbanizimi intensiv i qytetit ka qenë në mënyrë marramëndëse fitimprurës për vetë projektuesin. Menjëherë pas miratimit të planit TR030, Boeri nisi një fushatë reklamimi për të lëvduar vlerat e planit, duke shpallur e “gati një shekull më pas, janë përsëri italianët që po e projektojnë Tiranën”.

Më pas, Bashkia Tiranë porositi rizhvillimin e zonës buzë Lanës, në pjesën lindore të saj, me zhvillues privat dhe projektues Stefano Boerin. Gjithashtu, bashkia pajtoi sërish Boerin për projektimin e tre shkollave që do ndërtoheshin me partneritet publiko-privat midis bashkisë dhe kompanisë Agikons. Ndërkohë, ndërtues që siguruan leje në zonat më të lakmuara të planit pajtuan gjithashtu Boerin si arkitekt: Invest Society për dy ndërtesa, The Cube dhe West Residence, në zonën e Bllokut, ndërsa Gener 2 për “Pyllin Vertikal” ngjitur me Stadiumin Air Albania.

Kjo na kthen tek pyetja fillestare: si mund të ndodhë që një plan i projektuar për ta kthyer Tiranën në një “kopsht ballkanik” e ka kthyer atë në një ferr ku të shurdhojnë zhurmat dhe të mbyt pluhuri i kullave? Përgjigjja është në motivet e drejtpërdrejta ekonomike të atyre që janë përgjegjës për zbatimin e tij.

Ndryshe nga zonat e transformimit, asnjë nga komponentët e gjelbër të planit TR030 nuk ka nga pas ndonjë model fitimi—nuk mund të bëhen para nga parqet, pyjet apo brezat e gjelbër. Ndërtimi i kullave nga ana tjetër kënaq çdo dëshirë për fitim e pasurim.

Së pari, Bashkia Tiranë nxjerr të ardhura me lejet e ndërtimit që ajo lëshon, duke taksuar 8 përqind të vlerës së ndërtimit çdo leje ndërtimi. Këto të ardhura janë kthyer në një shtyllë të rëndësishme të buxhetit të bashkisë, që nga koha kur dyshja Rama-Veliaj kanë në dorë të gjitha lejet e ndërtimit të Tiranës. Në vitin 2022, Tirana vendosi një rekord të ri të për lejet e ndërtimit: lëshoi leje për 1,8 milionë metër katrorë ndërtime të reja. Pa këto projekte Bashkia Tiranë do të falimentonte.  

Nga ana tjetër, për shumë individë dhe kompani ndërtimi në Tiranë është një mënyrë e volitshme për pastrimin e parave.

Një raport i vitit 2020 i Nismës Globale Kundër Krimit Transkombëtar vlerësoi se, në periudhën 2017-2019, në Shqipëri u pastruan rreth 1,6 miliardë dollarë amerikanë përmes pasurive të patundshme (ndërtim dhe shitje).

Pra, si bashkia ashtu edhe kompanitë e ndërtimit kanë motive të forta për të mbajtur të ndezur makinerinë e ndërtimit.

Së dyti, koncesionet dhe strukturat e ndërlikuara të tenderimit të shumë projekteve publike të rizhvillimit për “zonat e transformimit” dhe shkollat publike krijojnë mundësi të mëdha për korruptim dhe vetë-përfitim, sikurse është bërë tashmë e qartë nga skandali i drejtorëve të Bashkisë Tiranë. Në një rast, Kompania 5D, në pronësi të disa drejtorëve të rëndësishëm të bashkisë, “fitoi” tenderin për rizhvillimin e zonës së transformimit në Kinostudio. Njësoj si për ndërtimet private, edhe në rastet e transformimit, përfitojnë si ata që drejtojnë bashkinë, ashtu edhe pronarët e kompanive private (shpesh të njëjtët persona).

Dhe e treta, projektet e rizhvillimit prodhojnë sasi masive mbetjesh ndërtimore ndërtimore, të cilat depozitohen në vendgropsojen e Sharrës. Edhe pse ky mund të mos duket një motivim i drejtpërdrejtë, kjo çështje u ngrit nga ish-zëvendës kryeministri dhe ish-ministri i financave Arben Ahmetaj në një intervistë televizive. Duke folur për koncesionin e inceneratorit të Sharrës, Ahmetaj bëri pyetjen kriptike:

“Kam një pyetje për SPAK-un: ku kanë shkuar 60 milionët? …Ku janë 60 milionë eurot, kush është pas tyre, kush ka dhënë garancinë….?”

Çfarë janë “60 milionë eurot” të cilave u referohet Ahmetaj? Janë paratë që kompanitë private të ndërtimit mendohet se kanë paguar deri tani për depozitimin e mbetjeve ndërtimore në vendgroposjen e Sharrës, mbetjet e grumbulluara nga qindra ndërtime me leje nga Bashkia Tiranë.

Para kontratës së koncesionit të Sharrës, e cila ju dha kompanisë guackë Integrated Energy BV SPV në gusht 2017, mbetjet ndërtimore menaxhoheshin nga vetë Bashkia Tiranë. Por me një marrëveshje ekstraligjore dhe pa asnjë transparencë, bashkia vendosi që Integrated Energy BV SPV të priste dhe menaxhonte mbetjet ndërtimore. Kjo marrëveshje lejoi që pagesat nga kompanitë ndërtimore të shkonin direkt në llogaritë e kompanisë Integrated Energy, jashtë çdo lloj mbikëqyrjeje apo auditimi publik. Mënyra se si u privatizua menaxhimi i mbetjeve ndërtimore ka mbetur ende e paqartë dhe duhet të hetohet.

Kur asetet e Integrated Energy BV SPV u sekuestruan nga shteti, vitin e shkuar, këto 60 milionë euro që arsyeshëm i përkasin taksapaguesve shqiptarë, nuk u gjetën në llogaritë e kompanisë dhe askund tjetër. Ku shkuan ato? Dhe a ishin vërtet vetëm 60 milionë euro apo më shumë? Si mund të matet sasia e mbetjeve ndërtimore që realisht janë depozituar në Sharrë nga kompanitë private pa patur asnjë mbikqyrje publike?

The opposition has articulated a possible explanation as to where these revenues could have gone that Integrated Energy BV SPV received illegally. The opposition thinks that the money has been returned to those who run the Municipality of Tirana and has been used to buy votes, through the costly patronage system, set up by the Socialist Party. As part of this system, Tirana Municipality officials were appointed and worked as coordinators and campaign managers of SP and Veliajt in Tirana, which led to the overwhelming victory in 27 of the 27 constituent units of Tirana Municipality in the 2023 local elections.

This money could also have been used to pay the media, ensuring uninterrupted positive coverage on all the main televisions of the construction projects and policies of the Municipality of Tirana, a continuous television practice throughout the time of its management by Erion Veliaj.

It is this system of illegal benefits and payments that has made it possible for the continuous and uninterrupted cycle of demolitions and constructions, illegal permits, dubious concessions and waste mismanagement to not be described in public for what it is: a cancer in the body of the city, which is slowly killing its inhabitants, and which must be urgently combated with green spaces and building restriction laws.

The money that this process produces in each of its links is an essential element of maintaining control and power over the city and its citizens. Pollution is not a defect of the system, but is the essential component of the system.
