The Special Prosecution Office against Corruption and Organized Crime has completed the preliminary investigations and has filed a request for trial with the Special Court of First Instance for 6 former officials.

The Special Prosecution Office against Corruption and Organized Crime has completed the preliminary investigations and has submitted to the Special Court of First Instance the request for adjudication of criminal proceedings no. 175/1/4 of 2025, against the defendants:

Arbër Troka, accused of committing the criminal offense, "Violation of equality of participants in tenders or public auctions", committed in collaboration as provided for in Article 258 and 25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021).

Miranda Shkurti, accused of committing the criminal offense, "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by Article 258 and 25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021).

Nikollaq Mihali, accused of committing the criminal offense, "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by article 258 and 25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021).

Almir Hoxhaj, accused of committing the criminal offense, "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by Article 258 and 25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021).

Erjon Zemanaj, accused of committing the criminal offense, "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by Article 258 and 25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021).

Admir Pahumi, accused of committing the criminal offense, "Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by Article 258 and 25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021).

Criminal proceeding 175/1/4 of 2025, is separated from criminal proceeding 175/1 of 2022 - registered by the Special Prosecution Office Against Corruption and Organized Crime for the criminal offenses; "Violation of equality of participants in tenders or public auctions" and "Abuse of office", provided for by articles 258 and 248 of the Criminal Code.

In proceeding 175/1, tender and technical documents, administrative information, submitted offers, appeal procedures, decisions of the Public Procurement Commission were administered and analyzed. Also, many representatives of the competing and appealing entities were questioned in the capacity of persons clarifying the circumstances of the investigation, and acts were seized, and written evidence from state systems was examined and administered for several tender procedures conducted by the ARA during the years 2019-2020-2021, for which investigations are ongoing.

Criminal proceeding 175/1/4-2025 concerns the procurement procedure with the object: "Rehabilitation of the road segment "Palati me shigjeta overpass - Shqiponja roundabout", Lot 1 with a limit fund of 2,250,950,653.25 Lekë excl. (VAT) with no. REF-26436-06-13-2019.

From the analysis of the evidence and data collected, it is proven that during the conduct of the above procurement procedure, conducted by the ARA, the defendants, in collaboration with each other, committed a series of actions in violation of the procedure, damaging the legal interests of the state.
