Italy-Albania agreement, EP member: Raises serious concerns in the legal

Cristina Guarda, Member of the Delegation of the European Parliamentary Committee on the EU-Albania Association, spoke on behalf of the Stabilisation and Association Committee on the agreement between Albania and Italy on refugees.

Guarda expressed concern about the violation of human rights and the lack of transparency in the agreement between Italy and Albania on asylum issues.

According to her, the agreement raises serious legal problems and creates legal uncertainty for third-country citizens who are in Italy and may be transferred to Albania.

"I would like to talk about some issues, such as the environment and environmental impact assessments. I currently have responsibility for some important issues and I would like to address some questions to the representatives of the Albanian Parliament, but also to this Parliament."

I welcome the efforts and reforms that have been undertaken to combat corruption and advance towards European integration.

However, I am concerned about human rights violations, discrimination, and in particular violations related to asylum rights. I am thinking in particular of the agreement between Italy and Albania, which raises serious concerns due to the legal problems it contains, including the lack of transparency and legal uncertainty for third-country nationals who are in Italy and may be transferred to a centre in Albania.

This agreement leaves much to be desired and carries the risk of transferring responsibilities in the field of immigration. I do not want Albania to be involved in a process that could potentially end with penalties for actions taken by Italy. The agreement, as currently presented, is not clear and, consequently, could lead to misunderstandings.

"How can we find alternative solutions together? I do not want to have agreements of this type, which shift responsibilities unfairly and without a clear legal framework," Guarda declared.
