The constitution of the Kosovo Assembly fails for the 34th time

For the 34th time in a row, the deputies of the Assembly of Kosovo have failed to constitute the new parliamentary composition resulting from the February 9 elections.

This is the 26th time that the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and the Serbian List have not proposed a single member to form a secret ballot committee for the Vetëvendosje candidate, Albulena Haxhiu, for Speaker of the Assembly, as Haxhiu has failed to obtain the necessary 61 votes in the open vote.

They will meet again in 48 hours, namely on Saturday, June 21. The Vetëvendosje Movement, as the winner of the elections, is responsible for proposing a candidate for speaker of parliament. This entity insists that Haxhiu is the right person to lead the legislative body. But, for the PDK and the AAK, Haxhiu is considered a divisive figure, demanding that Albin Kurti's party change its candidate.

The issue of changing the voting method – from open to secret – has been sent for interpretation to the Constitutional Court by the parties that were in opposition in the previous legislature.

According to them, the LVV's proposals are unconstitutional and they have requested the Court to impose "a temporary measure to prohibit the holding of hearings, until it addresses this case as a priority and makes a decision."

As the country has been left without new institutions for over four months since the elections, the LDK – which came third in the elections – recently presented a 15-point plan for a unity government, inviting all parties to form such an executive in order to get the country out of the crisis.

This proposal was rejected by the LVV, while the PDK and AAK have said that they prefer the formation of a government with the parties that were in opposition in the previous mandate.

But the issue cannot move on to the election of the new Kosovo Government without the Assembly being constituted. The session for the constitution of the Assembly began on April 15, and MPs must elect the president and five vice-presidents – for whom 61 votes are required – in order to then pave the way for the formation of the executive.

The international factor has called on lawmakers to form the new institutions as soon as possible. /REL/
