Kastrati always wins oil tenders: from small municipalities to the Albanian Post

Albanian Post, the Municipality of Shijak, and that of Pogradec are institutions that conduct tenders with a competitor.
The procedure of the municipality of Shijak, which bears the reference number REF-16742-12-30-2021, for the purpose of purchasing fuel, has a limit fund of 8,000,000 ALL, or 80 million ALL.

When it comes to the purchase of fuel, the winner and the only competitor is the company "Kastrati" sh.p.k.
The same thing happened in the tender of the Municipality of Shijak, where "Kastrati" sh.p.k. is the only company that has participated in the competition and that is automatically declared the winner.

The Municipality of Shijak is not the only one and that of Pogradec in 2019 has followed the same procedure as that of Shijak only one competitor and "Kastrati" has won 6.2 000.000 new ALL.

But municipalities are not the only institutions. Albanian Post, as well as the municipalities of Shijak and Pogradec, winners of the tender for the purchase of fuel, has produced "Kastrati" Sh.pk as the only company in the competition.

All three of these public procedures were conducted without competition, and "Open Data" placed the red flag with the inscription lack of competition. Given that procedures with a competitor cast doubt that the winner is determined.
