FIFA has announced a new change to the penalty shootout procedure, which is expected to be applied from the round of 16 stage of the 2026 World Cup.

Under the new format, there will be only one coin toss before the start of the penalty shootout. The team that wins the coin toss will have the option to take the first penalty or to designate the goal from which the shootout will take place.

The losing team in the draw will no longer have a choice and will automatically have to accept the remaining alternative.

With this innovation, FIFA aims to reduce preliminary procedures and simplify the organization of the most crucial moments of direct elimination matches, where the fate of qualification is often determined by the penalty shootout.
