'Rama is horrified', what is the statute of limitations bill that Berisha insistently seeks

The head of the Democratic Party, Sali Berisha insisted again and challenged Prime Minister Edi Rama on the statute of limitations for; the prime minister, deputy prime minister, ministers and senior state officials.

In the meeting with the group of deputies, Berisha recently said that there cannot be a statute of limitations for the prime minister and government ministers because, according to him, "they use all the maneuvers so that their crimes exceed the statute of limitations."

"The law that we have brought here has a solid constitutional basis, but Linda of the Parliament maintains this, the law has been waiting in the drawers for 6 months and we will denounce it with the greatest force, it has not brought the amendment submitted 7 months ago to remove it the right of prescription for the prime minister, I say to Edi Rama, be a man and make this article, let's sign it, sign it, sign it, and I'm keeping it, but if you don't sign it, it will be the first article that will be signed with the arrival of the DP in power, time shows that it is vital to punish the thefts committed against Albanians by the prime minister and his ministers, there can be no statute of limitations for them because they use all the maneuvers for their crimes to exceed the statute of limitations,we will fight for this law to be passed in the parliament and those who sign for the looting of citizens should be prosecuted until the last day of their lives without any protection, they are ugly crimes that make citizens miserable, the statute of limitations is amnesty, it cannot to have amnesty for the governors.

He does not sign that he is afraid, but this article will follow him back until it is voted in the parliament. The resolution on the genocide in Kosovo has been in parliament for over 9 months, President Linda kept it by order of Edi Rama, this is an unprecedented act in history, Edi Rama with this attitude proves that he is a vassal", said Berisha  .

But what does the Criminal Code provide?

Criminal prosecutions cannot be carried out when, from the commission of the offense to the moment of taking the person as a defendant, the following have passed:

a) forty years in the case of crimes punishable by life imprisonment;

b) twenty years for crimes that provide for a sentence of no less than ten years of imprisonment or other more severe punishment;

c) ten years for crimes punishable by five to ten years of imprisonment;

ç) five years for crimes punishable by up to five years in prison or a fine;

d) tre vjet për kundërvajtjet penale që parashikojnë dënim gjer në dy vjet burgim;

dh) dy vjet për kundërvajtjet penale që parashikojnë dënim me gjobë. Veprat penale të kreut II, seksionit I, nenet 76 - 79/c, nuk i nënshtrohen parashkrimit.

Projektligji për heqjen e parashkrimit për kryeministrat, zëvendës kryeministrat, ministrat, kryetarët e kuvendit dhe ish-funksionarëve u paraqit nga Berisha në tetor 2022. Sipas këtij projektligji parashikohet edhe për kohën ku ishte Berisha kryeministër që të hetohet.

E thënë me fjalë të thjeshta, nëse mazhoranca socialiste pranon të miratojë ligjin për heqjen e parashkrimit, as Rama, as ish-zëvendësit e tij, as ministrat nuk i shpëtojnë dot ndjekjes penale për aferat korruptive të 10 viteve të fundit që kanë të bëjnë kryesisht me konçensionet, tenderat abuzivë, aferave të tilla si inceneratorët etj.
