Rama does not ask about the Electoral Code, Celibashi is blunt: The law is the law, I don't know how to give it another definition

Chief Commissioner Ilirjan Celibashi has reacted after the definition that the Prime Minister of the country, Edi Rama gave to the Electoral Code, calling it 'Chineseness'.

Celibashi, in a communication with journalists this Thursday, was blunt when asked about a comment on Rama's statements justifying the salary increase for some categories on the eve of the campaign. Celibashi said that what is defined in the law must be respected.

" I have no reason to comment on the statements of the prime minister and his evaluations on the electoral code or others. If something is provided for in the law, the law will have to be respected and implemented. If it's law, it's law! I don't know how to give another definition. Each of us has different opinions about the laws, so the legislation varies. A regulation that is part of the law must be implemented!" , said Celibashi.

Celibashi was also asked if the government is allowed to increase salaries or pensions shortly before the elections.

" I gave this answer three times and I am giving it once more. There is a clear definition of the Electoral Code, the prohibition exists for acts of the government in the case of the general elections of the Assembly of Albania. But this does not mean that in the assessment of certain circumstances, certain acts of the government should not receive the evaluation judgment on the compatibility of the Electoral Code" , said Celibashi.

But will he succeed against Rama? That remains to be seen.

But what did Prime Minister Rama do?

Prime Minister Rama has violated the Electoral Code since 50 days before the elections the government decides to give 5,000 ALL as compensation to pensioners.

“"Sot nuk kemi vetëm zotimin e përgjithshëm, por dhe informimin konkret se për pensionistët do ketë dhe 5 mijë lekë të reja që do shkojnë bashkë me pensionet që do marrin herën e ardhshme.”, u shpreh Rama ditën e djeshme.

Mirëpo Kodi Zgjedhor përcakton në nenin 91 të tij se në një periudhë 4 muaj para zgjedhjeve ndalohen vendime me efekte financiare si rritje pagash e pensionesh, ndryshime në politikat fiskale, si dhe investime të paparashikuara në buxhetin e shtetit.

“Katër muaj para datës së zgjedhjeve deri në formimin e qeverisë së re pas zgjedhjeve ndalohet propozimi, miratimi ose nxjerrja e akteve ligjore ose nënligjore, të cilat parashikojnë dhënien e benefiteve për kategori të caktuara të popullsisë, të tilla si aktet që parashikojnë rritjen e pagave, pensioneve, mbështetjes ekonomike apo sociale, uljen ose heqjen e taksave, vendosjen e amnistive fiskale, privatizimin apo dhënien e pasurive a të shpërblimeve etj, përveçse kur nisma kushtëzohet nga gjendje të fatkeqësisë natyrore”, thuhet në pikën 4 të nenit 91 të Kodit Zgjedhor

Kryeministri ka premtuar edhe rritjen e pagave në administratë. Ai lajmëroi se qeveria ka në plan rritjen e rrogave, me qëllim që përgjatë dy viteve paga mesatare të arrijë në 900 euro.

 

Rama nuk u ndal as pas dokumentit

Edhe pse deklarata e tij ishte në kundërshti me Kodin Zgjedhor, Rama ka zgjedhur mos “të çajë” kokë për ligjin.

“Analfabetizmi politik është ku e ku më i keq se sa analfabetizmi real apo ai funksional! Neni që ndalon rritjen e pagave 4 muaj para zgjedhjeve lidhet me zgjedhjet politike, ku flitet për periudhën para krijimit të qeverisë së re. Leximin me zë ua bëjnë pensionistët në 14 maj”, deklaroi Rama pas lajmeve se ka shkelur ligjin elektoral.
