Bylykbashi from the Electoral Reform Commission: It can not be shopping, to set

DP Deputy Chairman Oerd Bylykbashi was present today at the Electoral Reform Commission, as a member. Bylykbashi said that representatives of all parties should be present at the commission meeting.

The Democrat recalled the 2000 Electoral Code, noting that at the time the majority did not take into account the demands of the opposition and the change was made unilaterally. Addressing the two co-chairs, Enkelejd Alibeaj and Damian Gjiknuri, Bylykbashi demanded that this commission not be turned into a bargain.

"We still can not stabilize the elections. As now 20 years ago the first commission was convened between the majority and the opposition. In 2000 the first Electoral Code was made unilaterally. The majority at that time did not take into account the interests of the opposition, then decided alone how it wanted the rules for the elections. It is probably in the few commissions that deal with the real part of the opposition. In 2002 it was decided to do by consensus the change of the code followed for 10 years. After 10 years we have not managed to do that anymore. Even the efforts of the political council failed.

So what is agreed upon is what it stands for, otherwise we make fun of the voters. It is among the rare commissions so large, 18 members. This commission needs to be efficient, but with all the representatives of the parties, big and small. Experts should represent real expertise. Unfortunately, in my judgment, I see it as photocopying from one commission to another. The veto derives from that of 2002, but it was real. It seems that the mechanism of this commission is not real.

You have made the OSCE ODIHR recommendations as your object of work. We must say today and underline that the whole community must turn its attention to the recommendations. These are recommendations that point out that fundamental principles are being violated, such as the secrecy of the ballot and freedom of the vote, which means that elections are not democratic. This reform in any case can not be a Bazaar, unfortunately, should not be like the end of 2020, where a bazaar not only changed the Code, but destroyed an electoral system. The rules of the game are not changed unilaterally. We have to work today to set the rules of the game for the voters. "It is better not to start than to take us after 20 years", said Bylykbashi.
