Earthquake, Hoti: Majlinda Cara of Kurbin Municipality, 317 million lek corrupt tender to Veliaj's friend

DP MP Elda Hoti has accused the mayor of Kurbini, Majlinda Cara, of corrupt tenders for the reconstruction of housing after the 2019 earthquake.

In a statement from the blue headquarters, Hoti said that Cara gave Erion Veliaj's friend 317 million lek in a corrupt tender, while the residents are still outside today because they have not taken delivery of their houses.

This is not the first time that we have publicly denounced tender abuses and abuse of office by the Mayor of Kurbin, Majlinda Cara, from this opposition platform.

Apparently, the theft of citizens' taxes by syndrome has turned into a pandemic for Rilindja officials.

Today I want to denounce another affair of Mrs. Cara, who seems to consider the institution she runs as a fiefdom in the service of herself and her fellow renaissance people, who, after stealing just like her in the places they have been, have now become businessmen.

This time it is a contract worth more than 317 million lek or 3.2 million euros as part of the reconstruction after the 2019 earthquake, which was awarded to the merger of operators Arb&Trans SHPK and Everest SHPK.

We must clarify that the de jure administrator of the company Arb&Trans SHPK is Shyqyri Maloku, the father of Arben Maloku, the former Administrator of the Zall Herr Administrative Unit.

Arben Maloku is known as a close associate of Erion Veliaj, who has been widely rumored for the corrupt tenders he received from the Tirana Municipality, which amount to millions of euros.

The only difference with Veliaj is that his father, Shyqyri Maloku, is serving prison time for Arben's corruption.

The contract with the company, according to the documents we have, was concluded in July 2023, about four years after the earthquake, while the procedures began in 2022. We emphasize that the tender was conducted with a restricted procedure, which is used in cases of emergency and the contracting authority, in this case the Municipality of Kurbin, has the right to select the companies with which it will operate.

It seems that Mrs. Cara, not by chance, has chosen her friend Rilindas.

On the other hand, the contract states that the works were to be completed after one year, i.e. in July 2024, and the beneficiary residents were to be in their homes, but although more than seven months have passed since the deadline, these buildings have still not been completed.

This is a recurring case.

Majlinda Cara has been denounced before for the reconstruction funds or the abuses she has made with citizens' properties. If the institutions had acted, she would not be in the mayor's chair today, but would be in the defendant's booth, facing justice.

Apparently, Rama has not yet decided to throw her out like a squeezed lemon, as he did with her colleague Veliaj, whose place she later took, as he needs someone in the Kurbin Municipality to continue with tax abuses and vote theft.
