Democratic Party MP Ina Zhupa has accused Prime Minister Edi Rama of treating Albania as "private property" during his years of government, where decisions about territory and urban development were made without transparency and without the involvement of citizens.
In a statement to the media, Zhupa referred to the book “Albanian Files,” which she described as evidence of the way in which, according to her, the Albanian territory has been administered in recent years. She praised the investigative work of Lorin Kadiu and the Citizens.al media, saying that the publication brings facts about what the opposition has long denounced.
According to Zhupa, Albania has not known normal urban development, but a model built on a lack of transparency, privileges and the exclusion of citizens from decision-making. She claimed that many of the major projects were implemented through direct invitations and without open competitions.
"The territory has been treated as a spoil to be divided. In 41% of the projects, the client or developer is not identified at all. This lack of transparency shows a governing culture where Albanians are not considered owners of their territory," declared the Democratic MP.
Zhupa also criticized the government's policies on strategic investments and legal changes that, according to her, have favored construction in protected areas with special natural and cultural values.
She mentioned a series of projects on the coast, protected areas and historic cities, considering them part of a model that has brought about concretization and loss of national heritage.
The DP MP emphasized that Albanians are not against development, but against development without rules, without public consultation and to the detriment of natural and cultural heritage.

I am before you about the secret book for Albanians "Albanian Files" or "Albanian Files", which is not simply a catalog of buildings, but is the clearest evidence of how Edi Rama has treated Albania for years: as private property, as a personal exhibition, and as a territory where only he rules.
A serious investigation by Lorin Kadiu of citizens.al media, which I congratulate, brought to our attention what we had denounced but had not been able to obtain facts like this book. A true massacre of an Albania for a handful of people, where Albanians are the great losers.
Rama's preface opens with the word "dosje," which he draws its meaning from communist surveillance files, which he says are files written about people without asking them. "Instruments of fear," he calls them, and that's exactly what these plans for Albania are and why he says it's the opposite.
Në Shqipëri nuk kemi të bëjmë me zhvillim normal urban, por me një model të ngritur mbi mungesën e transparencës, mbi privilegjet, mbi përjashtimin e qytetarëve nga vendimmarrja dhe mbi betonizimin e territorit.

Në çdo demokraci normale, transformimi i territorit bëhet përmes debatit publik, planifikimit afatgjatë dhe respektimit të interesit të qytetarëve dhe mos prekjes së zonave të mbrojtura dhe trashëgimisë kulturore. Në Shqipërinë e Edi Ramës, territori është trajtuar si një plaçkë për t’u ndarë.
Në 41 për qind të projekteve nuk identifikohet fare porositësi apo zhvilluesi.
Kjo mungesë transparence nuk është një detaj teknik. Është tregues i një kulture qeverisëse ku shqiptarët nuk konsiderohen pronar të territorit, por spektator i vendimeve që merren mbi të.
Për vite me radhë, shqiptarëve u është premtuar zhvillim, ndërsa në realitet kanë parë betonizim.
U është premtuar hapësirë publike, ndërsa kanë parë privatizim të saj.
U është premtuar mbrojtje e trashëgimisë, ndërsa kanë parë copëzimin dhe dhënien me koncesion të saj.
Rrënimi i Teatrit Kombëtar nuk ishte thjesht shembja e një godine. Ishte simbol i një filozofie qeverisëse që e sheh kujtesën historike si pengesë për projektet e radhës.
E njëjta filozofi është shfaqur në trajtimin e trashëgimisë kulturore në Butrint ku pasuria kombëtare është trajtuar si asete që mund të transferohen, koncesionohen apo menaxhohen pa konsensusin e qytetarëve.
Paralelisht me këtë proces, është ndërtuar një regjim privilegjesh ligjore për investitorët e favorizuar.
Ligji për Investimet Strategjike u kthye në mekanizëm për dhënien e privilegjeve të jashtëzakonshme mbi tokën publike dhe private.

Ndaj protesta qytetare kundër këtyre ligjeve dhe kundër qeverisë po bashkon gjithnjë e më shumë njerëz.Sepse qytetarët po kuptojnë se nuk po përballen me projekte të veçanta, por me një model të tërë qeverisjeje.
Një model ku vendimet merren lart dhe imponohen poshtë.
Një model ku konsultimi publik konsiderohet formalitet.
Një model ku territori shihet si mall për t’u ndarë.
Një model ku bregdeti, lagunat, zonat e mbrojtura, qytetet historike dhe hapësirat publike trajtohen si parcela të gatshme për zhvillim

We are talking about hundreds of thousands and in some cases millions of square meters of planned development on coasts, lagoons, national parks and areas of exceptional natural importance.
We are talking about territories that belong to generations of Albanians and not to provisional governments.
Even more alarming are the indications emerging from SPAK's investigations, which have raised serious doubts about the source of the capital that has fueled part of the construction boom, as well as the mechanisms for the acquisition of properties in areas of high economic interest.
These developments make full transparency for every project, beneficiary, procedure and decision-making even more necessary. Albania's files should be an indicator for future SPAK files.
Albanians are not against development.
Albanians are against development without rules.
They are against development without consultation.
They are against development that destroys heritage.
They are against development that concretes the coast.
They are against development that enriches a few people and impoverishes Albanians.
Albania is not Edi Rama's personal exhibition.
Albania is the homeland of Albanians.
And no one has the right to design, divide, concrete or alienate it without asking its citizens.
