The Special Commission for Electoral Reform has started its work today. The commission consists of 18 members.

The co-chair of the commission Damian Gjiknuri in his speech underlined the importance of finding common ground among members regarding the OSCE / ODIHR recommendations for the 2021 elections. Gjiknuri praised the OSCE expertise.

"We need to find common ground on the ODIHR recommendations. We have not been able to address all OSCE / ODIHR recommendations. We have some new recommendations coming from the 2021 elections. The parties can also discuss other issues that may arise. We will do our best to find consensus. There are some decisions to be made today that I propose. "We will seek the expertise of the OSCE / ODIHR," Gjiknuri said.

On the other hand, Enkelejd Alibeaj requested the involvement of experts not only from the OSCE, but also from the EU, the US, the Venice Commission and the Council of Europe. In total Alibeaj requested 6 experts present.

"I have asked that in addition to sending a formal request to the OSCE, we will send the same request to the Council of Europe, the Venice Commission, representatives of the EU and the US who have the right to bring their representatives and receive parts with expertise. Even local organizations with a tradition in following the electoral procedures that have experience, are invited to participate in the meetings of the electoral reform commission. In terms of determining the number of experts, the tradition has been with 4 experts, two on one side, two on the other. I want to become 6 experts " , said Alibeaj.

The member of the Special Commission, Fatmir Mediu, came up with some concrete proposals for the members. Mediu said that first the Parliament should return to the citizens, while emphasizing that the guarantee of free elections is done by respecting them first.

Mediu added that if we want a political pluralism, we must first have an electoral system, while he considered the current one a 'murderous system'. The MP did not leave without mentioning the incomplete vote of the diaspora, as he asked the members of the commission for support for the CEC in this issue.

"What this parliament lacks is constitutionality. I think this is the first moment that should be our reflection, the return of parliament to the citizens. A parliamentary republic gives citizens the right to delegate their man to parliament by vote. Second, guaranteeing free and fair elections is not simply a matter of writing procedures or requirements required by the OSCE / ODIHR, but it is their observance and we know what the problems are during the electoral process. We need to find best practices to avoid criminal law or money making crime and election decision-making in Albania. Third, I think that the electoral system is extremely important in the political functioning and democracy of this country, in political pluralism. The current system is a killer of political pluralism. It has always tried to eliminate pluralism, to deprive them of the possibility of normal political organization and functioning and of large parties. The time has come to refer to systems that are more functional, more productive, less conflict-ridden, with elections that have concluded quickly and brought about more stable governance based primarily on free and fair elections. .
